Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decision No. 112/2001/QĐ-TTg dated July 25, 2001 of the Government approving the Informationization Management Project of State Administration for the period 2001-2005;
Considering the proposal of the Minister, Head of the Government Office,
DECISION:
Article 1. Establish the Steering Committee for the Informationization Management Project of State Administration for the period 2001-2005, consisting of the following members:
1. Chairman: Mr. Vu Dinh Thuan, Deputy Director of the Government Office.
2. Members:
- Mr. Phan Quang Trung, Deputy Minister of Planning and Investment.
- Ms. Nguyen Thi Kim Ngan, Deputy Minister of Finance.
- Mr. Nguyen Trong Dieu, Deputy Head of the Civil Service Organization Board of the Government.
- Mr. Bui Manh Hai, Deputy Minister of Science, Technology and Environment.
3. Secretary Member: Mr. Luong Cao Son, Deputy Director of the Computing Center, Government Office.
Article 2. The Steering Committee has the following tasks:
1. To organize the implementation of the Informationization Management Project of State Administration for the period 2001-2005 approved by the Prime Minister in Decision No. 112/2001/QĐ-TTg dated July 25, 2001.
2. To coordinate and guide ministries, ministerial-level agencies, government-affiliated agencies, and provincial people's committees under central cities in drafting and implementing the Informationization Management Project of State Administration for their respective sectors and localities for the period 2001-2005 according to the aforementioned decision.
3. To propose policies and apply necessary measures to ensure effective implementation of the Informationization Management Project of State Administration for the period 2001-2005; to cooperate with relevant agencies to urge and inspect the implementation of the Informationization Management Project of State Administration by ministries, ministerial-level agencies, government-affiliated agencies, and provincial people's committees under central cities.
4. To implement financial mechanisms for the Informationization Management Project of State Administration for the period 2001-2005 as stipulated in Decision No. 531/TTg dated August 8, 1996 of the Prime Minister on managing national target programs and Decision No. 38/2000/QĐ-TTg dated March 24, 2000 of the Prime Minister amending and supplementing certain provisions of Decision No. 531/TTg.
Article 3. The Steering Committee for the Informationization Management Project of State Administration for the period 2001-2005 operates on a part-time basis and is permitted to use the seal and account of the Government Office. The Secretariat and specialized team assisting the Steering Committee shall be established by the Chairman of the Steering Committee.
The operating expenses of the Steering Committee shall be funded from the state budget through the Government Office from the project implementation funds for the Informationization Management Project of State Administration for the period 2001-2005. The Government Office shall be responsible for settling the allocated funds according to the current financial regulations.
Article 4. This Decision takes effect from the date of signature.
Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, chairmen of provincial people's committees under central cities, the Chairman and members of the Steering Committee for the Informationization Management Project of State Administration for the period 2001-2005 are responsible for enforcing this Decision.
