DECISION OF THE PRIME MINISTER
Regarding the establishment of Border Economic Zones and the application of policies for the Cha Lo Border Economic Zone, Quang Binh Province

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the People's Committee of Quang Binh Province (Report No. 794/UB dated July 15, 2002); the proposal of the Ministry of Planning and Investment (Letter No. 6448/BKH-QLKT dated October 10, 2002), opinions of relevant ministries and sectors,Council of Ministers dated July 15, 2002); the proposal of the Ministry Ministry of Science and Technology of Planning and Investment (Circular No. 6448/BKH-QLKT dated October 10, 2002), opinions of relevant ministries and sectors,
DECISION:
Article 1. The Cha Lo Border Economic Zone includes the communes of Dan Hoa, Hoa Thanh, Hoa Tien, Hoa Phuc, and Hong Hoa in Minh Hoa District, Quang Binh Province.
Article 2. The Cha Lo Border Economic Zone shall apply Decision No. 53/2001/QĐ-TTg dated April 19, 2001 of the Prime Minister on policies for border economic zones.
Article 3. During the implementation period, the People's Committee of Quang Binh Province shall be responsible for:
Preparing and organizing the implementation of the planning for construction of the Border Economic Zone within the scope specified in Article 1;
Closely coordinating with the Ministry of National Defense and the Ministry of Public Security to effectively implement projects related to national defense and security;
Prioritizing the order of investment in construction projects and components thereof to ensure efficient use.
Annually preparing reports to submit to the Prime Minister. Taking the lead and coordinating with relevant ministries and sectors to evaluate the implementation of the aforementioned policies and recommending necessary adjustments and supplements to the Prime Minister.
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
Ministers, heads of ministerial-level agencies, heads of agencies under the Government, and the Chairman of the People's Committee of Quang Binh Province are responsible for implementing this Decision./.
