CIRCULAR
Regarding the determination of the fee rate, collection, payment, management, and use of the Tắc Cậu - Xẻo Rô ferry crossing fee in Kiên Giang province

Pursuant to the Ordinance on Fees and Charges;
Pursuant to Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges, and Decree No. 24/2006/NĐ-CP dated March 6, 2006 of the Government amending and supplementing certain articles of Decree No. 57/2002/NĐ-CP dated June 3, 2002;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Following the opinion of the Ministry of Transport in Circular No. 3323/BGTVT-TC dated June 8, 2011;
The Ministry of Finance hereby determines the fee rate, collection, payment, management, and use of the Tắc Cậu - Xẻo Rô ferry crossing fee in Kiên Giang province, as follows:
Article 1. Fee Rate Schedule
Attached to this Circular is the Fee Rate Schedule for the Tắc Cậu - Xẻo Rô ferry crossing in Kiên Giang province.
Article 2. Applicability
The fee payers are specifically defined in the Fee Rate Schedule and include: pedestrians, individuals carrying goods, drivers of transportation vehicles, and passengers requiring charter services for the entire ferry trip; except for students and children of school age (walking or cycling). Children of school age are those under 18 years old.
Article 3. Exemption and Reduction of Fees
The exemption and reduction of fees for the Tắc Cậu - Xẻo Rô ferry crossing shall be implemented in accordance with Clause 6, Article 1 of Decree No. 24/2006/NĐ-CP dated March 6, 2006 amending and supplementing certain articles of Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges.
Article 4. Management and use of collected fees
The management and use of the Tắc Cậu - Xẻo Rô ferry crossing fee shall be carried out in accordance with the current regulations on the management and use of ferry crossing fees.
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
Article 13. Effective Date
2. In the course of implementation, if any difficulties arise, it is requested that agencies, organizations, and individuals promptly reflect them to the Ministry of Finance for research and supplementary guidance./.
