DIRECTIVE
ON THE IMPLEMENTATION OF THE RESOLUTION OF THE POLITICAL BUREAU REGARDING SCIENCE AND TECHNOLOGY POLICY
At its meeting on June 24, 1981, the Standing Committee of the Council of Ministers discussed and approved the plan to implement Resolution No. 37-NQ/TW dated April 20, 1981 of the Political Bureau on science and technology policy.
To implement this resolution of the Political Bureau, there are many tasks that must be carried out immediately and over the long term, from the central level to localities and grassroots levels, requiring coordination among various levels and sectors. The Prime Minister requests all sectors and localities to include the implementation of Resolution No. 37-NQ/TW in their work programs, seriously discuss the Implementation Plan of the Political Bureau's Resolution on science and technology policy, formulate specific plans and measures within their respective sectors and levels, and organize effective implementation.
While implementing the points outlined in the plan, it is necessary to be highly practical, avoid formalism, and always adhere to the principle of closely linking science and technology with production and social life.
Simultaneously with the development of the 1982 science and technology development plan and the five-year plan for 1981-1985 according to the general schedule, efforts should be concentrated on the following key areas from now until the end of the year:
1. Immediately identify scientific and technological advancements concluded in each sector and locality to be applied to production and social life in 1982.
2. Formulate specific measures to implement national key scientific and technological advancement programs that have been approved by the Council of Ministers, particularly the largest and most important programs.
3. Develop plans to promptly summarize and promote exemplary models of economic and social life based on science, and expand them in a focused manner.
4. Immediately conduct a census of scientific and technological personnel in each sector and locality, and reorganize and adjust their deployment according to the spirit of the resolution.
5. Promptly conduct a census and evaluate the use of scientific equipment, especially rare and valuable equipment, and establish reasonable usage guidelines.
6. In the plan to strengthen scientific research institutions and facilities, prioritize key institutes and bases for immediate focus.
In late August or September 1981, the Council of Ministers will convene a session to discuss the implementation of the Political Bureau's resolution on science and technology policy. The main content of the session will focus on two issues:
1. Applying scientific and technological advancements that have been concluded to production and social life.
2. Implementing national key scientific and technological advancement programs.
Therefore, these two issues need to be expedited to be ready for presentation to the Council of Ministers.
For the Standing Committee of the Council of Ministers to monitor the progress and provide timely guidance, all sectors and localities must strictly follow the reporting system stipulated in the plan.
