THE MINISTER OF TRADE
WHEREAS EDUCATION Decree No. 95/ dated October 20, 2015 of dated December 4, 1993 of the Government on the functions, tasks, powers, and organizational structure of the Ministry Commerce;
WHEREAS EDUCATION policies for health sector officials and civil servants; standards, technical procedures; measures to implement state management functions in the field of health and other issues entrusted by the Government. number 651 / Decision No. 104/1995/QĐ-TTg of the Prime Minister dated October 10, 1995 on the establishment of The the National Coordination Committee for the activities of Vietnam in ASEAN;
WHEREAS EDUCATION Circular No. 356/ VPUB dated January 22, 1996 of the Government on the designation subject, organization, unit under the People's Committee of the commune level of officials issuing Certificates of Origin Country or territory code where the goods were manufactured (produced) for goods under the Agreement;

DECISION:
Article 1. Supplementing Appendix 3 of the Regulation on Issuing Certificates of Origin for ASEAN Goods of Vietnam - Model D to enjoy preferential treatment under the Agreement on the Trade Liberalization Program with Common Effective Preferential Tariff (CEPT) issued together with Decision No. 416/TM-ĐB dated May 13, 1996 and Supplementing Decision No. 78/1998/QĐ-BTM dated July 30, 1998 of the Ministry of Industry and Trade as follows:
Appendix 3.
Article 1 . Guidelines for filling out the model D *Group 4:
a)Supplementing the code number of the Management Board of Quang Ngai Industrial Zones: Code 26 - Management Board of Quang Ngai Industrial Zones.
b)Supplementing the code number of the Management Board of Binh Thuan Industrial Zones: Code 27 - Management Board of Binh Thuan Industrial Zones.
c)Supplementing the code number of the Management Board of Phu Tho Industrial Zones: Code 28 - Management Board of Phu Tho Industrial Zones.
Article 2 . This Decision takes effect fifteen days after the date of signature.
Article 3 Other provisions of the aforementioned Regulation that have not been amended or have been amended and supplemented by other Decisions and not amended or supplemented by this Decision remain valid.
