THE MINISTER OF CULTURE AND INFORMATION

Pursuant to Decree No. 81/CP dated November 8, 1993 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information;

Pursuant to Decision No. 123/TTg dated March 1, 1995 of the Prime Minister on the reorganization of units under the Ministry of Culture and Information;

Considering the proposal of the Director of the Cadre and Personnel Department, the Director of the Training Department, and the Rector of Hanoi University of Stage Arts and Cinema.

DECISION:

Article 1: Hanoi University of Stage Arts and Cinema is subordinate to the Ministry of Culture and Information, with the function of training and enhancing artistic, technical, and economic cadres at university, college, secondary, technical worker levels, and postgraduate levels for the fields of stage arts and cinema; conducting scientific research in the field of stage arts and cinema to preserve and exploit the essence of national culture, absorb and disseminate the essence of world culture, thereby improving the quality of teaching at the university and building a modern and distinctively national stage arts and cinema industry;

The university has its own seal and is authorized to open an account at the State Bank.

Article 2. Hanoi University of Stage Arts and Cinema shall perform the following tasks:

Based on the orientation and plan of the Ministry, it shall formulate plans (and implement them upon approval) for training and enhancing artistic, technical, and economic cadres for the fields of stage arts and cinema at university, college, secondary, technical worker levels, and postgraduate levels through regular, part-time, self-study, address-based training, short-term vocational training, and providing sources according to the allocation targets set by the State and the requirements of relevant units.

It shall develop plans and organize scientific research aimed at preserving and promoting the essence of national culture, absorbing and disseminating the essence of world culture, thereby contributing to improving the quality of training areas at the university.

It shall draft curricula, programs, and compile textbooks (both theoretical and practical) for the levels and systems of training assigned by the Ministry.

It shall establish material and technical facilities to serve practical and experimental artistic, technical, and economic activities.

It shall implement policies and regulations concerning students; care for their comprehensive development (Moral - Intellectual - Physical - Aesthetic).

It shall care for the improvement of professional skills as well as the material and spiritual life of lecturers, researchers, and staff members to enhance the quality of training and scientific research at the university.

It shall carry out international cooperation with universities of arts, scientific institutions in the same field of other countries (especially those in the region), and international organizations in accordance with the regulations of the State.

It shall manage civil servants, staff members, assets, and finances of the university in accordance with current regulations of the State.

Article 3. The organizational structure of the university includes:

+ Rector, Deputy Rectors;

+ Departments:

Administrative Management;

Student Affairs and Management Department;

Finance and Planning Department;

Training and Scientific Management Department;

Technical and Equipment Department.

+ Faculties:

Faculty of Cinematic Arts;

Faculty of Stage Arts;

Faculty of Dance;

Faculty of National Drama;

Faculty of Stage and Cinematic Arts Fine Arts;

Faculty of Marxism-Leninism and Basic Knowledge;

Faculty of Film Industry Economics and Technology;

Postgraduate Training Faculty.

+ Research Institute (Institute of Stage Arts)

+ Practical Facilities:

Experimental Film Workshop;

Experimental Theater.

The Rector is responsible for establishing the functions and tasks, organizing the structure, and arranging personnel for departments, faculties, institutes, and practical facilities, as well as the operational regulations of the university, to be submitted to the Minister for examination and decision.

Article 4. This Decision takes effect from the date of issuance. All previous documents that conflict with this Decision are hereby abolished..

Article 5. The officials: Head of the Ministry's Office, Directors of the Cadre and Personnel Department, Financial Accounting Department, Planning Department, Training Department, Rector of Hanoi University of Stage Arts and Cinema, and heads of related units are responsible for implementing this Decision..
