OF THE MINISTRY OF FINANCE NUMBER 13897 TC/ĐT DATED DECEMBER 19, 2002
REGARDING THE ISSUE OF CAPITAL FOR ADDITIONAL INVESTMENT AND CONSTRUCTION PLANS FOR 2002
To:
- Ministries, agencies equivalent to ministries, government agencies,
central-level social organizations, and General Company No. 91.
- People's Committees of provinces and centrally-administered cities.
Pursuant to Decision No. 1117/QĐ-TTg dated November 25, 2002 of the Prime Minister regarding additional state budget capital for development investment in 2002, the Ministry of Finance guides on issuing additional investment and construction capital plans for 2002 as follows:
1. Based on the additional investment and construction plan indicators assigned by Decision No. 1117/QĐ-TTg dated November 25, 2002 of the Prime Minister and document No. 7569 BKH/TH dated November 29, 2002 of the Ministry of Planning and Investment, ministries, agencies equivalent to ministries, government agencies, central-level social organizations, General Company No. 91 (hereinafter referred to as ministries) and People's Committees of provinces and centrally-administered cities (hereinafter referred to as provincial People's Committees) shall notify additional plans for each project in accordance with the principles stipulated in the aforementioned documents as follows:
- Ensuring compliance with the list of projects and total funding amounts per project as announced by the Ministry of Planning and Investment.
- Projects included in the additional plan must ensure completion of investment and construction procedures according to current regulations.
- This supplementary capital shall not be used to settle debts from previous years.
The implementation period for the plan and submission to the Ministry of Finance and the Ministry of Planning and Investment no later than December 31, 2002 for monitoring and as a basis for payment of funds.
2. Supplementary capital for the 2002 plan shall only be paid for completed work accepted up to March 31, 2003; the payment deadline is April 30, 2003.
3. For projects under ministry management, the Ministry of Finance will transfer funds to the State Treasury for payment; for projects under provincial management, the Ministry of Finance will provide supplementary targeted funding to provinces. Provinces shall transfer funds to the State Treasury for project payments. Supplementary capital provided in the 2002 plan will be settled within the 2002 fiscal year.
For projects that have already received provisional funding from the Ministry of Finance before receiving additional indicators, the Ministry of Finance shall recover such funds against the aforementioned indicators.
We request ministries and provincial People's Committees to instruct project sponsors to implement these guidelines and cooperate closely with the Ministry of Finance to promptly address any issues arising, ensuring smooth provision of supplementary investment capital for 2002.
