Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the State Budget Law number 01/2002/QH11 dated December 16, 2002;
Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003, promulgated by the Government detailing and guiding the implementation of the Law on State Budget;
Pursuant to the opinion of the Standing Committee of the National Assembly in Document No. 107/UBTVQH11 dated June 20, 2003;
At the proposal of the Minister of Finance,
DECISION:
Article 1. Issuing the standards for allocating the state budget expenditure estimates applicable for the 2004 fiscal year attached to this Decision.
Article 2. The standards for allocating the state budget expenditure estimates stipulated in Article 1 of this Decision include salaries as prescribed in Decree No. 03/2003/NĐ-CP dated January 14, 2003 of the Government, serving as the basis for compiling the state budget expenditure estimates of each Ministry, agency at the level of a ministry, government agency, other central agencies, and the state budget expenditure estimates of each province and centrally governed city (including provincial, district, and commune levels). For provinces and centrally governed cities when implementing these standards, if the 2004 expenditure estimate is lower than the 2003 expenditure estimate assigned by the Prime Minister, they shall be supplemented to ensure that it does not fall below the 2003 expenditure estimate.
Article 3. Ministers, Heads of agencies at the level of a ministry, government agencies, and other central agencies shall base their annual state budget estimates assigned by the Prime Minister to issue detailed standards for allocating state budget expenditures for subordinate units in accordance with the total amount and specific fields.
Article 4. People's Committees of provinces and centrally governed cities shall base the state budget allocation standards decided by the Prime Minister, financial capacity of the state budget, and local conditions, to submit to the People's Council for issuing detailed standards for allocating state budget expenditures as the basis for compiling local budgets and budget allocations.
Article 5. This Decision takes effect for the 2004 fiscal year.
Article 6. The Minister of Finance, Ministers, Heads of agencies at the level of a ministry, government agencies, and Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
