APPROVING THE "STRATEGY FOR NATIONAL RESERVE DEVELOPMENT UNTIL 2010, WITH GUIDELINES TO 2020"

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the National Reserve Law dated April 29, 2004;
Based on the Ordinance on Industrial Mobilization dated February 25, 2003;
Pursuant to Decree No. 196/2004/NĐ-CP dated December 2, 2004 of the Government detailing the implementation of the National Reserve Law;
Considering the proposal of the Minister of Finance,

DECISION:

Article 1. Approves the "Strategy for National Reserve Development until 2010, with Guidelines to 2020", with the main contents as follows:

I. Views and Objectives of National Reserves

1. Views:

a) National reserve activities are non-profit activities that play a significant role in sustainable development and ensuring political and socio-economic stability in the country when faced with adverse events caused by natural disasters, fires, epidemics, enemy attacks, or market fluctuations;

b) The national reserve fund is centrally managed and uniformly under the direction of the Government and the Prime Minister.

The national reserve fund includes physical assets and money;

c) Investing in national reserves is an objective requirement for the sustainable development of the country. The national reserve fund must ensure sufficient capacity to mitigate negative economic impacts at the national level within a certain period. The average growth rate of the national reserve fund must be consistent with economic growth and the budget's balancing capacity. The national reserve fund shall be managed and operated according to the provisions of the law, ensuring efficiency and economy;

d) Managing national reserve activities must constantly innovate and develop in line with the progressive trends of science and technology in the region and worldwide; it serves as an effective macroeconomic tool to regulate the economy.

2. Objectives:

a) The objective of national reserves is to be ready and proactive in meeting urgent requirements for disaster prevention, response, and recovery from natural disasters, fires, and epidemics; ensuring national defense and security; participating in stabilizing the market, contributing to macroeconomic stability, and fulfilling other urgent tasks of the State;

b) Building a national reserve that meets assigned requirements and tasks, having a strong national reserve force with a reasonable structure suitable to the country's socio-economic conditions, a professional cadre of officials, and a complete and synchronized legal system;

c) Gradually strengthen the national reserve fund with a scale appropriate to the development of the economy, a rational commodity portfolio structure capable of timely impact, contributing to maintaining political and socio-economic stability in all situations of sudden changes and emergencies. The total amount of the national reserve fund by 2010 should double the total amount of the national reserve fund in 2005, and by 2020, it should double the total amount of the national reserve fund in 2010;

d) Enhance the quality of work in preserving national reserve goods; improve the system of quality standards, preservation procedures, economic and technical norms, gradually modernize techniques, and introduce new preservation technologies into the preservation work of national reserve goods; ensuring that the technical and technological level of preserving national reserve goods meets the requirements of tasks and is on par with advanced countries;

e) Continue to improve and develop the organization managing national reserves towards centralization in specialized national reserve management agencies;; focusing on developing human resources, ensuring adequate quantity, a reasonable structure, political integrity, and work capability commensurate with the requirements of tasks.

II. Main Directions Until 2010

1. National Reserve Fund in Physical Form:

a) Regarding the Commodity Portfolio:

From now until 2010, review, arrange, and perfect the structure of the national reserve commodity portfolio towards concentrating on essential commodities that meet the requirements of national reserve operations, avoiding dispersion, and focusing state budget resources on increasing strategic and essential commodities in the national reserve (Appendix to this Decision) to meet the requirements of disaster prevention, response, and recovery from natural disasters, fires, and epidemics, ensuring national defense and security, participating in market stabilization, and other urgent tasks of the State.

Annually, based on specific circumstances, decide to purchase additional items included in the supplementary national reserve portfolio;

b) Regarding the Level of Essential Commodity Reserves:

- Food grains: an average reserve level of 4 to 5 kilograms of rice per person per year;

- Various types of fuel: by 2010, the reserve level will be 300,000 cubic meters and by 2020, it will reach approximately 500,000 cubic meters (including foreign currency reserves);3- Flood control, storm relief, rescue, and emergency equipment: according to the reserve levels specified in the Appendix issued with Decision No. 46/2006/QĐ-TTg dated February 28, 2006 of the Prime Minister approving the Master Plan for Search and Rescue Operations until 2015, with a vision to 2020;3- White salt: the national reserve level will be about 120,000 tons in 2010 and 370,000 tons by 2020 according to Decision No. 161/2007/QĐ-TTg dated February 5, 2007 of the Prime Minister approving the Salt Production Development Plan until 2010 and 2020;

- Materials and equipment for weapon production, repair, industrial mobilization, anti-terrorism, riot control, serving maritime strategy, special military equipment, cryptographic devices, and others: based on the national reserve commodity portfolio specified in the Appendix attached to this Decision, each year, relevant ministries and sectors managing national reserve goods shall prepare plans to increase national reserves and submit them to the Ministry of Planning and Investment and the Ministry of Finance for consolidation and submission to the Prime Minister for decision.

2. National Reserve Fund in Monetary Form: the level of national reserve funds in monetary form and the management and operation mechanisms shall be implemented according to current regulations.

3. Preservation Technology for National Reserve Goods:

Study and apply advanced preservation technologies and solutions to ensure the quality of national reserve goods beyond their storage expiration dates, reduce loss rates, enhance labor productivity, and protect the environment.

Improve the quality of work in formulating and issuing quality standards and economic and technical norms related to national reserves, aligning with Vietnam's and international standards.

4. Warehouse Planning for National Reserve Goods:

Improve the quality of work on developing and issuing quality standards for goods and economic-technical norms related to the national reserve, in accordance with the Vietnamese and international standard systems.

4. Planning for warehouses storing national reserve goods:

a) Construct modern, synchronous national reserve warehouses that are technologically advanced and suitable for advanced preservation and management techniques, located in strategic areas of the country, facilitating the import and export of reserve goods.

b) Annually, the Ministry of Planning and Investment shall take the lead and coordinate with the Ministry of Finance to balance and allocate state budget funds for the construction, renovation, and upgrading of the national reserve warehouse system in accordance with actual conditions and the state budget's capital availability.

5. Develop information technology to serve national reserves:

Establish a unified national information system to serve national reserves, ensuring the computerization of all business processes and activities within the national reserve sector. The information technology system serves the guidance, management, and policy planning for national reserves, ensuring the rapid, accurate, and timely provision of national reserve information.

III. Orientation until 2020

1. Continue to adjust and supplement the list of essential and important reserve goods and the level of national reserves according to new circumstances. Shift to a regular reserve mechanism for goods with short preservation periods, frequently rotating stock.

2. Increase the proportion of national reserves funded in monetary form within the total level of national reserves to proactively handle unexpected cases, immediately importing necessary goods without the need for physical storage in warehouses or special technical goods.

3. Continue to implement the planning of warehouse networks and investment construction towards concentration and modernization with advanced preservation technologies in line with global standards.

4. Establish a system of mechanisms and policies to manage and operate national reserves towards enhancing the mobilization of legitimate financial sources for national reserves.

IV. Implementation measures

1. Build and perfect the legal framework on national reserves in line with new requirements and conditions. Draft the National Reserve Law.

2. Reform the establishment and allocation of plans, increase annual reserve levels; implement the principle of centralized, unified, and decentralized management of national reserves to enhance responsibility and initiative at various management levels in implementing specific decisions of competent authorities.

Study and apply appropriate purchasing and selling methods for national reserve goods based on actual conditions, characteristics of each type of goods, and current state regulations. Administrative reform regarding the issuance and release of non-revenue national reserve goods, relief, and aid.

3. Utilize national reserve capital efficiently in procurement, sales, preservation, and administrative management stages. Apply advanced preservation technologies, procedures, and norms to reduce costs and lower loss rates.

Implement a capital preservation mechanism, allocate losses during storage time for certain goods such as fuel and food grains. Operating expenses follow the self-financing mechanism and allocate costs for procurement, issuance, and preservation. Set maximum purchase prices and minimum sale prices at the beginning of the plan year to enable national reserve units to proactively carry out assigned tasks.

Gradually shift to a regular reserve mechanism for goods such as plant protection chemicals and crop seeds.

4. Gradually modernize material infrastructure, technical equipment, and national reserve warehouse systems; focus on planning the national reserve warehouse system to ensure the formation of strategic regions and lines suitable for economic and defense conditions of the region and territory. Strive to complete a modern warehouse and technical equipment system by 2020, meeting the conditions for modernizing national reserve goods preservation work.

5. Expand international cooperation in the field of national reserves; participate in the ASEAN Food Fund and the East Asia Rice Fund.

6. Strengthen inspection and supervision of national reserve activities, promptly identify and address violations in national reserve management according to legal provisions. Through inspections and supervision, contribute to improving the mechanisms and policies for managing national reserves.

Article 2. Implementation

1. Ministry of Finance:

a) Based on the National Reserve Development Strategy approved by the Prime Minister, take the lead and coordinate with the Ministry of Planning and Investment and relevant ministries and sectors to organize the implementation of assigned tasks.

Aggregate the state budget estimate for national reserves and submit it to the Prime Minister for decision;

b) Coordinate with the Ministry of Planning and Investment and relevant ministries and sectors managing national reserves to develop plans and propose annual increases in national reserve funding allocations for each ministry and sector managing reserve goods, the reserve goods list, and the reserve level for each type of goods, to be submitted to the Prime Minister for decision;

c) Carry out the tasks and powers regarding national reserve management stipulated in the National Reserve Ordinance.

2. The Ministry of Planning and Investment:

Take the lead and coordinate with the Ministry of Finance and relevant ministries and sectors managing national reserves to develop plans and propose annual increases in national reserve funding allocations for each ministry and sector managing reserve goods, the reserve goods list, and the reserve level for each type of goods, as well as investment capital for warehouse construction and infrastructure for each ministry and sector managing reserve goods, to be submitted to the Prime Minister for decision.

3. Ministries and sectors managing reserve goods:

a) Develop warehouse and infrastructure planning to serve the preservation of national reserve goods. Each year, prepare plans and state budget estimates for national reserves and submit them to the Ministry of Planning and Investment and the Ministry of Finance for consolidation and submission to the Prime Minister for decision;

b) Review and improve the organizational structure of the national reserve management body of their ministry or sector to ensure the completion of assigned tasks by the Government.

4. People's Committees of provinces and centrally-administered cities have the responsibility to closely cooperate, strengthen inspections, ensure the safety of national reserve goods, and create favorable conditions for national reserve units in their jurisdiction to fulfill assigned tasks.

Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees, and Heads of related agencies and units are responsible for implementing this Decision./.
