Decision No. 139/TTg on approving the program to build the Specialized Health Center in Ho Chi Minh City

DECISION

Regarding the approval of the program to construct the Ho Chi Minh City Specialized Medical Center

Pursuant to the Government Organization Law dated September 30, 1992;

Considering the proposal of the Minister of Health (Report No. 9581/K2BT dated November 28, 1996) and the Minister of Planning and Investment (Letter No. 208/BKH-VPTĐ dated January 9, 1997), 

DECISION:

Article 1We hereby approve the program to construct the Ho Chi Minh City Specialized Medical Center with the following contents:

1. Program objectives:

a. General objectives:

To build and develop healthcare facilities and medical science in Ho Chi Minh City into a strong center, gradually modernizing to keep pace with the level of countries in the region and some countries around the world, making a significant contribution to the work of protecting and improving people's health with increasingly high quality.

b. Specific objectives:

- Updating and supplementing modern equipment to improve diagnostic, emergency, and treatment quality.

- Investing in construction and repair to upgrade infrastructure suitable for equipment and better serve patients.

- Strengthening training and improving professional and management skills for healthcare staff.

2. Scope of investment selection for the Ho Chi Minh City Specialized Medical Center:

a. Units under central management:

- Cho Ray Hospital,

- Thong Nhat Hospital,

- Ho Chi Minh City Pasteur Institute,

- Military Hospital 175,

- Ho Chi Minh City University of Medicine and Pharmacy.

b. Units under Ho Chi Minh City management:

- Children's Hospital I,

- Tu Du Obstetrics and Gynecology Hospital,

- Binh Dan Hospital,

- Training and Refresher Center for Healthcare Staff,

- Cancer Center,

- Blood Transfusion and Hematology Center,

- Emergency Center,

- Chợ Quán Tropical Disease Center,

- Pham Ngoc Thach Tuberculosis Center,

- Orthopedic Trauma Center,

- Cardiology Institute.

3. Tasks of units within the Ho Chi Minh City Specialized Medical Center.

a. Applying advanced specialized techniques to enhance the quality of emergency diagnosis and treatment.

b. Serving as practical bases for the Ho Chi Minh City University of Medicine and Pharmacy to ensure the quality of undergraduate and postgraduate education for the healthcare sector.

c. Conducting high-level scientific research projects.

d. Directing specialized scientific and technical activities to ensure new developments in healthcare and medical science.

4. Implementation steps of the program content:

a. Phase 1 (1997-2000): Investing in upgrading equipment and physical facilities for units participating in the Ho Chi Minh City Specialized Medical Center according to main contents:

- Diagnostic laboratories.

- Testing rooms.

- High-quality emergency and treatment units.

- Modern equipment serving teaching and research.

- Building and repairing infrastructure to meet the installation of modern equipment.

- Medical tissue bank.

b. Phase 2 (2000-2005): Continuing to invest in units participating in the Ho Chi Minh City Specialized Medical Center to achieve set goals.

5. Funding: Will be detailed for each investment project and allocated in the annual plan.

a. Sources of investment:

State budget.

Non-repayable aid funds from governments and international organizations.

Low-interest loans.

b. Investment structure:

90% for specialized medical equipment to ensure modernity for effective diagnosis and treatment while balancing modern equipment with management and operation capabilities, fitting financial capacity. During the process of updating medical equipment, measures must be taken to effectively utilize existing equipment.

8.2% for basic construction.

1.5% for staff training.

0.3% to enhance management and operational capacity.

c. Repayment of capital:

The Ministry of Health will direct units participating in the Ho Chi Minh City Specialized Medical Center to take measures to recover part of the investment capital according to state regulations to save on the state budget.

6. Regarding mechanisms: All investments in medical equipment, construction, and training of units within the Ho Chi Minh City Specialized Medical Center must be carried out in accordance with the Investment Management Regulations issued together with Decree No. 42-CP dated July 16, 1996 of the Government.

Article 2. The Minister of Health is responsible for establishing and directly directing the Steering Committee to implement the Project in the direction of prioritizing key facilities for the initial phase to meet urgent requirements and fit the ability to mobilize investment capital, preparing and organizing the implementation of the project in accordance with regulations on investment management and construction.

Article 3.The Ministry of Planning and Investment and the Ministry of Finance are responsible for allocating and providing annual funding for the Ho Chi Minh City Specialized Medical Center based on the proposals of the Ministry of Health and the People's Committee of Ho Chi Minh City.

Article 4.The Prime Minister, the Chairman of the Government Office, the Ministers of Health, Finance, Planning and Investment, Construction, Science, Technology and Environment, National Defense, Heads of Ministries equivalent to Ministries, Heads of Government agencies related and the Chairman of the People's Committee of Ho Chi Minh City are responsible for implementing this Decision./.
