DIRECTIVE

On the issuance of national bonds for national construction in 1999

To implement Directive No. 47/CT-TW dated May 12, 1999 of the Politburo and Ordinance No. 12/1999/PL-UBTVQH10 dated April 27, 1999 of the Standing Committee of the National Assembly on the issuance of national bonds for national construction in 1999 pursuant to Resolution No. 18/1998/QH10 dated November 25, 1998 of the 10th National Assembly, fourth session, to ensure successful implementation of the issuance of national bonds for national construction in 1999, the Prime Minister issues the following directive:

1. The 109th anniversary of the birth of President Ho Chi Minh shall be the day to launch nationwide the campaign to purchase national bonds for national construction. The Ministry of Finance shall promptly complete all preparatory work to issue national bonds for national construction on May 19, 1999.

2. During the period of issuing national bonds, all levels, sectors, agencies, and units must clearly identify the mobilization and response to purchasing national bonds for national construction as a key and urgent task; consider the completion of assigned bond purchases as an important component in assessing the results of thrift and consumption practices, concentrating resources for economic and social development.

3. People's Committees of provinces and centrally governed cities have the responsibility to comprehensively organize and direct, coordinating with the People's Committees at all levels to implement the campaign to purchase national bonds for national construction within their jurisdictions. Based on the assigned mobilization plan, the provincial and centrally governed city People's Committees shall develop and assign specific mobilization plans to relevant entities such as agencies, units, districts, counties, wards, communes, and community clusters.

4. Ministries, ministerial-level agencies, and government agencies within their respective functions and tasks shall organize activities to promote and mobilize among entities under their management, particularly arranging specific work with state-owned enterprises, state credit organizations, Social Insurance Fund, and other state-owned enterprises assigned plans to assist these units in completing their bond purchase targets during the initial phase.

5. Vietnam News Agency, Vietnam Television, Voice of Vietnam, and other news agencies have the responsibility:

- To develop plans, allocate broadcast time, and regularly report effectively on issues related to the issuance of national bonds for national construction in 1999 to help the people understand the tasks and benefits of citizens towards the country; at the same time, encourage and motivate all organizations and individuals, including foreign organizations and individuals, to participate in purchasing national bonds.

- To strengthen propaganda efforts, promptly publicize organizations and individuals with outstanding achievements in purchasing national bonds for national construction, regularly provide information, encourage, and introduce the results of the campaign to purchase national bonds for national construction in provinces and centrally governed cities, creating favorable conditions for the issuance of national bonds.

6. In the process of implementing the campaign to purchase national bonds for national construction, attention should be paid to the following matters:

- Continuously seek guidance from Party committees at all levels, coordinate with the Vietnam Fatherland Front and mass organizations at all levels.

- Organizing propaganda and mobilization with focus and priority to ensure the completion of assigned mobilization plans. Avoid widespread mobilization and allocation of plans. Particularly, do not assign mobilization targets to organizations facing financial difficulties or extremely poor communes.

- Heads of central and local agencies and units shall lead their agencies and units to implement the policy of issuing national bonds for national construction and set an example by practicing thrift and actively participating in purchasing national bonds for national construction.

- During the organization of the campaign, avoid ostentatious forms and wastefulness; funds used for the implementation of the campaign must be highly economical and within the budget allocated at the beginning of the year. There will be no additional budget supplementation for this activity in provinces and centrally governed cities, ministries, and related agencies and units.

7. The results of issuing national bonds for national construction and the management and utilization of funds raised from the issuance of national bonds must be publicly announced through mass media. Raised funds must be invested in predetermined objectives and managed strictly; there should be no loss, waste, or inefficiency.

8. The State Awards Council shall cooperate with the Ministry of Finance and the Central Committee of the Vietnam Fatherland Front to study and promptly establish commendation and reward mechanisms for individuals and organizations with outstanding achievements in promoting and purchasing national bonds for national construction.

Ministers, heads of ministerial-level agencies, heads of government agencies, and chairpersons of provincial and centrally governed city People's Committees shall strictly organize and implement this Directive and periodically submit reports on the results of bond purchases to the Ministry of Finance for consolidation and reporting to the Prime Minister.
