JOINT CIRCULAR NO. 14/2000/TTLT/BTC-BYT OF FEBRUARY 22, 2000 ISSUED BY THE MINISTRY OF FINANCE AND THE MINISTRY OF HEALTH TO SUPPLEMENT JOINT CIRCULAR NO. 30/1999/TTLT/BTC-BYT OF MARCH 23, 1999 GUIDING THE CONTENTS AND BUDGET ALLOCATIONS FOR THE NATIONAL PROGRAM ON PAYMENT FOR CERTAIN SOCIAL DISEASES AND DANGEROUS EPIDEMICS

Pursuant to Decision No. 228/1999/QĐ-TTg dated December 15, 1999 of the Prime Minister on supplementing the goal of Ensuring Quality and Food Safety into the National Program on Payment for Certain Social Diseases and Dangerous Epidemics; the Ministry of Finance and the Ministry of Health guide the supplementation of Item 1, Part A, Chapter II of Joint Circular No. 30/1999/TTLT/BTC-BYT dated March 23, 1999 (guiding the contents and budget allocations for the National Program on Payment for Certain Social Diseases and Dangerous Epidemics) as follows:

2.9. Contents of Expenditure for the Goal of Ensuring Quality and Food Safety:

- Purchase of equipment, tools, and chemicals for testing toxins in food, serving sampling, preservation, and transportation of food samples during inspections and specialized checks.

- Expenditure for purchasing food samples.

- Expenditure for hiring laboratories to test chemical, biological, and veterinary drug contamination levels in food at the rates set by authorized agencies.

- Expenditure for regular and spot inspections, inter-agency coordination inspections.

- Support for staff conducting inspections, investigations, supervision, sampling, and testing of food with a rate of 8,000 VND/day/person.

- Expenditure for hiring local labor to participate in food poisoning investigations and detection of violations of food quality and safety regulations at a rate of 12,000 VND/day/person.

- Expenditure for supporting food poisoning prevention in areas affected by natural disasters.

- Expenditure for investigations and surveys.

- Expenditure for establishing model provincial management systems for food quality and safety; monitoring food poisoning incidents.

For the year 2000, the funds for implementing the expenditure items under the goal of Ensuring Quality and Food Safety shall be arranged and allocated within the scope of the budget approved.

This Circular takes effect from January 1, 2000. Any difficulties encountered during implementation should be reported to the Joint Ministries for consideration and resolution.
