The regular monthly session of the Government for November 2002

On November 30, 2002, the Government convened its regular monthly session for November 2002 to discuss and adopt the following issues:

1The Government heard the Ministry of Culture and Information present the Strategy for Cultural Development until 2010. Ministry of Science and Technology Culture is the spiritual foundation of society, the goal and driving force for economic and social development. Developing culture is a long-term revolutionary endeavor of the entire people aimed at building a modern and distinctive national Vietnamese culture, promoting patriotism and the tradition of nationwide solidarity, the spirit of independence, self-reliance, and self-strengthening, constructing and defending the socialist Fatherland of Vietnam. The cultural development strategy aims to build a fully developed Vietnamese person, create all conditions for the people to widely enjoy and participate in cultural activities, foster healthy lifestyles and cultural environments, preserve and promote national cultural heritage, create new cultural values; enhance the capacity and effectiveness of state management in cultural construction and development in both organizational restructuring and mechanism reform, and consolidation, establishment, and improvement of cultural institutions; gradually increase investment levels in the cultural sector commensurate with the requirements of sustainable economic and social development.

The Ministry of Culture and Information was instructed to take the lead, coordinate with the Government Office and related agencies to incorporate the opinions of government members and attending representatives, finalize the Strategy for Cultural Development until 2010 for approval by the Prime Minister. Based on the approved Strategy for Cultural Development, ministries, sectors, and localities need to concretize the requirements, tasks, and contents of cultural construction and development in their respective strategic planning frameworks; raise awareness, strengthen responsibility, resource allocation, and technical infrastructure; intensify the implementation of policies for socialization of culture, effectively carry out the nationwide movement for cultural life improvement. The Ministry of Public Security presented the draft Ordinance on Criminal Investigation Organization (Amended); the Government Office reported on the consolidated opinions of government members regarding the draft Ordinance.

The Ordinance on Criminal Investigation Organization adopted by the Standing Committee of the National Assembly in the Seventh Session on April 4, 1981 has been an effective tool in combating crime, contributing to protecting citizens' democratic rights, safeguarding the socialist regime, maintaining national security, ensuring public order and safety, and strengthening socialist rule of law. However, given the new situation's demands, to align with the amended Penal Code (1999), the amended Criminal Procedure Code (2000), and the amended Law on the Organization of People's Procuratorates (2002), amending the Ordinance on Criminal Investigation Organization is an objective and urgent necessity. The Ministry of Public Security was instructed to take the lead, coordinate with the Ministry of Justice, the Government Office, and related agencies to incorporate the opinions of government members, finalize the draft Ordinance, submit it to the Prime Minister for consideration and decision to be submitted to the Standing Committee of the National Assembly for approval.

2The Government heard the Ministry of Culture and Information present the Strategy for Cultural Development until 2010. Ministry of Science and Technology In recent years, implementing the Party and State's policy of renovation, the construction industry has continuously developed in both quantity and quality. Many areas of construction activity such as consulting, design, and manual installation have made significant progress, basically meeting the country's construction needs, making important contributions to changing the appearance of cities and rural areas across the nation, and promoting the industrialization and modernization of the country. However, there are still many shortcomings and limitations in construction activities. Enacting the Law on Construction aims to enhance the effectiveness of state management, clearly define the responsibilities of state management agencies in construction, distinguish state management from business operations in the construction sector, ensure the autonomy of businesses in economic activities, and promote administrative reforms in construction management. The Ministry of Construction was instructed to take the lead, coordinate with the Ministry of Justice, the Government Office, and related agencies to incorporate the opinions of government members, finalize the draft Law, submit it to the Prime Minister for consideration and decision to be submitted to the Standing Committee of the National Assembly for approval.

The Government reviewed the Report on the Economic and Social Situation in November and the first eleven months of 2002, presented by the Ministry of Planning and Investment. Despite facing numerous difficulties both domestically and internationally, the economic and social situation in the first eleven months of 2002 continued to show positive changes. Industry maintained high growth rates, agriculture developed steadily, capital investment implementation reached a satisfactory level, state budget revenue showed promising prospects to exceed the annual estimate. Many social sectors showed positive developments such as culture and information, disaster relief for flood victims and the poor... However, compared to the targets set at the beginning of the year, some indicators were still challenging, requiring further efforts such as exports and disbursement of state credit. Some social evils like drug abuse, prostitution, and traffic congestion and accidents remain pressing issues. Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).The Government requested ministries, sectors, and localities to strengthen guidance and management; focus on implementing strong measures to boost exports, especially products with potential for increased volume and value; accelerate the implementation of investment volumes under state budget funds and development credits, settle investment volumes completed in 2002 promptly, and quickly implement measures to alleviate traffic congestion and accidents according to Resolution No. 13/2002/NQ-CP dated November 19, 2002; proactively prepare goods for the upcoming Tet holiday, particularly focusing on regions affected by natural disasters, floods, and remote areas./. adopted on April 4, 1981, is an effective tool in the struggle against crime, contributing to protecting citizens' democratic rights, safeguarding the socialist regime, maintaining national security, ensuring social order and safety, and strengthening socialist legality. However, in light of new requirements, circumstances, to align with the amended Criminal Code (amended in 1999), the amended Criminal Procedure Code (amended in 2000), the amended Law on the Organization of the People's Procuracy (amended in 2002), amending the Ordinance on the Organization of Criminal Investigation is an objective and urgent necessity. The Ministry of Public Security shall take the lead, coordinate with the Ministry of Justice, the Office of the Government, and relevant agencies, incorporate opinions from government members to perfect the draft Ordinance, submit it for consideration and decision by the Prime Minister to be submitted to the Standing Committee of the National Assembly. Draft the Construction Law project; listen to the report of the Minister, Head of the Office of the Government on the synthesis of opinions from government members regarding the draft Law.

4The Government will consider the Report on the socio-economic situation in November and the first eleven months of 2002 submitted by the Ministry Ministry of Science and Technology of Planning and Investment.

Several social sectors improved significantly, such as cultural information, relief for flood victims and the poor... However, compared to the targets set at the beginning of the year, some indicators remain challenging, requiring further efforts, such as exports and disbursement of state credit. Some social evils related to drugs, prostitution, and traffic congestion and accidents remain pressing issues.

The Government requests ministries, sectors, and localities to strengthen guidance and management; focus on implementing measures to boost exports, especially those products with potential for increased volume and value; accelerate the implementation of investment volumes from the state budget and development credit, settle investment projects completed in 2002 promptly, quickly implement solutions to reduce traffic congestion and accidents according to Resolution No. 13/2002/NQ-CP dated November 19, 2002; proactively prepare goods for the upcoming Tet holiday, particularly focusing on areas affected by natural disasters, floods, and remote regions./.
