DECISION OF THE PRIME MINISTER
Approving the Plan for Phú Quý Island Economic Zone, Binh Thuan Province
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of the Chairman of the People's Committee of Binh ThuanProvince (Report No. 2085/TT-UBBT dated December 4, 2000 and Report No. 440/TT-UBBT dated March 21, 2001); the proposal of the Minister of Planning and Investment (Letter No. 5733/BKH/CLPT dated August 23, 2001), and the opinions of relevant ministries and sectors,
DECISION:
Article 1. Approving the Plan for Phú Quý Island Economic Zone, Binh Thuan Province as the target and orientation for the development of Phú Quý Island District.
The Phú Quý Island Economic Zone includes the communes of Tam Thanh, Ngũ Phong, and Long Hai of Phú Quý Island District.
Priority shall be given to developing it as a center for offshore fishing exploitation and processing; production facilities for seafood; post-fishing services, rescue operations, trade, transportation, services, eco-tourism, healthcare, and other services serving production and people's livelihoods.
Encouraging domestic and foreign investors to invest in building new seafood processing facilities and production and business services in the Phú Quý Island Economic Zone. When leasing land and water surfaces, in addition to enjoying existing incentives, they shall also have their land and water surface rental fees reduced by 50% compared to the current rates in Phú Quý Island District.
From 2002 to 2006, the State will retain all revenues generated within Phú Quý Island District (excluding VAT and special consumption tax on imported goods; revenues not included in local budget allocation such as fines from contraband goods, public donations, tuition fees, medical fees, and foreign aid...) to invest in infrastructure construction for the Phú Quý Island Economic Zone. Additionally, the central government budget will allocate an additional amount equivalent to 100% of the annual revenue collected in Phú Quý Island District for projects to develop economic and social infrastructure in the Phú Quý Island Economic Zone.
1. The People's Committee of Binh Thuan Province shall be responsible for:
Preparing investment projects for approval according to current regulations on basic construction management. Prioritizing the sequence of investment and construction of works and sub-works to ensure effective utilization upon completion.
Closely coordinating with the Ministry of National Defense and the Ministry of Public Security to implement projects related to defense strategy aimed at socio-economic development and national security. Submitting annual reports for review to the Prime Minister. After two years of implementation, the Province shall take the lead, coordinate with relevant ministries and sectors to evaluate the results of implementing the Plan and propose necessary adjustments and supplements to the Prime Minister.
2. Responsibilities of central agencies:
Ministries: Planning and Investment, Trade, National Defense, Public Security, Construction, Finance, Transportation, Fisheries; General Department of Customs, Vietnam Tourism Administration, and other relevant ministries and sectors shall be responsible for providing specific guidance and coordinating with the People's Committee of Binh Thuan Province to implement the mechanisms and policies stipulated in this Decision.
Article 4. Implementation Provisions.
THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and the Chairman of the People's Committee of Binh Thuan Province are responsible for implementing this Decision./.
