PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;
Considering the proposal of the Vietnam Tobacco Corporation; opinions from the Ministries of Planning and Investment, Finance, Labor, War Invalids and Social Affairs, Home Affairs and the conclusions of the verification meeting held on December 9, 2002.
DECISION:
Article 1. Approves the overall restructuring and reform plan for state-owned enterprises under the Vietnam Tobacco Corporation for the period 2003-2005 as attached in the appendix.
Article 2. The Chairman of the Board of Directors of the Vietnam Tobacco Corporation shall be responsible for directing the implementation of the restructuring and reform of state-owned enterprises under its jurisdiction in accordance with the approved content and schedule. Any adjustments or supplements must be approved by the Prime Minister.
Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, War Invalids and Social Affairs, and other relevant ministries and localities shall be responsible for coordinating with the Vietnam Tobacco Corporation in implementing this plan according to current procedures and regulations.
The Steering Committee for Enterprise Reform and Development shall be responsible for directing, urging, guiding, and monitoring the implementation of this Plan, and at the same time recommending solutions to the Prime Minister to address difficulties during the implementation process.
Article 4. This Decision takes effect from the date of signature.
