Decree No. 14/2004/L-CTN On the promulgation of the Law

The Law on Protection, Care and Education of Children was adopted by the National Assembly on June 15, 2004, stipulating the rights and obligations of children as well as the responsibilities of the State, families, and society in protecting, caring for, and educating children.

Children under 18 years old; state agencies with competent authority; organizations and individuals related to the work of protecting, caring for, and educating children.

• Children → enjoy rights such as: right to life, right to education, right to recreation, right to safety, not to be subjected to violence or harm;
• The State → must issue policies and laws on the protection, care, and education of children; implement programs and projects to improve the quality of life for children;
• Families → have the responsibility to nurture, care for, and educate their children; create conditions for children to participate in cultural, sports, and social activities;
• Organizations and individuals → must respect the rights of children, not engage in violence or harm against children; have the responsibility to cooperate with the State in protecting, caring for, and educating children;
• Children → are not permitted to violate the law, especially actions that endanger themselves or others.
