Pursuant to Decree No. 90/2002/ND-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 217/2003/QĐ-TTg dated October 27, 2003 of the Prime Minister on managing service charge prices for postal and telecommunications services;
Considering the proposal of Vietnam Post and Telecommunications Corporation at Circular No. 86/GCTT dated January 8, 2004 regarding mobile phone service rates for 2004;
At the proposal of the Director of the Department of Planning and Finance,
DECISION:
Article 1. Issuing the Postpaid GSM Mobile Information Service Tariff Table of Vietnam Posts and Telecommunications Corporation.
Article 2. This Decision takes effect from May 1, 2004. All previous regulations contrary to this Decision are abolished.
Article 3. The Head of the Office, the Director of the Planning and Finance Department, the General Director of Vietnam Post and Telecommunications Corporation, and the Heads of related units are responsible for implementing this Decision./.

II. Specific Provisions
1- The rates specified in Points 3.1 and 3.2 of the tariff table apply to:
Post-paid mobile subscribers calling: post-paid mobile subscribers within the GSM networks of the Corporation (VNPT), fixed network subscribers, mobile subscribers using CDMA technology of VNPT, mobile subscribers within the Callink, Mobilenet networks, and vice versa.
Post-paid mobile subscribers calling pre-paid mobile subscribers, pre-paid mobile subscribers calling daily subscribers within the GSM networks of VNPT.
Post-paid mobile subscribers within the GSM networks of VNPT calling other mobile networks of other enterprises.
2. The tariff zones are defined as follows:
Zone 1: includes provinces from Northern Vietnam to Quang Binh Province.
Zone 3: includes provinces and cities: Quang Tri, Thua Thien-Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Gia Lai, Kon Tum, Dak Lak, and Dak Nong.
Zone 2: includes remaining provinces and cities outside Zones 1 and 3.
Local area rates apply to calls within each zone.
Inter-zone rates apply to calls between zones: From Zone 1 to Zone 2, Zone 3, and vice versa.
From Zone 2 to Zone 3, and vice versa.
3- The unit of measurement for rates is a block of 30 seconds, any fraction of the last block of a call that is less than 30 seconds is rounded up to 30 seconds. A call shorter than 30 seconds is charged as one block of 30 seconds.
4. Rates for public call points (post offices, agents, postal-cultural centers, payphone booths) calling mobile phones are calculated and charged according to the tariff zone registered by the mobile phone subscriber.
5- In addition to the communication rates specified in Point 4 of this Article, enterprises providing services may charge additional service fees at public call points. The level of additional service fees is determined by the enterprise but must not discriminate against mobile phone service providers.
6. Vietnam Post and Telecommunications Corporation: Specifies specific rates within the tariff framework stipulated in the Tariff Table (Part I). When issuing the tariff table within its authority, the Corporation shall notify the Ministry of Posts and Telecommunications before the decision takes effect.
Specifies a reduction in mobile information rates for calls during holidays, make-up days for holidays, Saturdays, Sundays, from 11 PM on the previous day to 1 AM on the following day, and from 5 AM to 7 AM every day, but the maximum reduction shall not exceed 30% of the rates specified in Point 3 of the Tariff Table.
Specifies a reduction for calls made after 1 AM and before 5 AM every day.
Specifies a reduction in rates for calls to post-paid mobile phones of the Corporation at public call points (post offices, agents, postal-cultural centers, payphone booths) from 11 PM on the previous day to 7 AM on the following day during holidays and Sundays, but the reduction shall not exceed 30% of the rates specified in Point 3 of the Tariff Table of this Decision.
7- International call rates from mobile phone subscribers, in addition to the reductions in mobile information rates as specified in Point 6 above, the reduction in international call rates shall be applied according to current regulations.
8- The rates specified in the above Tariff Table do not include value-added tax.
9- Mobile information charges are collected from the calling party.
10- The provisions of this Decision apply to users of post-paid GSM mobile information services of Vietnam Post and Telecommunications Corporation.
9- The mobile information fee shall be collected from the calling subscriber.
10- The provisions of this Decision shall apply to users of postpaid GSM mobile information services of Vietnam Post and Telecommunications Corporation.
