Based on Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

 THE MINISTER OF EDUCATION AND TRAINING

Pursuant to the Education Law dated June 14, 2005;

Based on Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Based on Decree No. 41/2005/NĐ-CP dated March 25, 2005 of the Government detailing and guiding the implementation of certain provisions of the Inspection Law;

At the proposal of the Inspector General.

These Regulations are promulgated together with this Decision on the organization and operation of inspection within higher education institutions and vocational college secondary schools

Pursuant to …;

Article 1. This Decision shall take effect fifteen days after its publication in the Official Gazette. All previous regulations that conflict with this Decision are hereby abolished.

Article 2. The Heads of the Office, the Inspector General, the Heads of the Cadres and Civil Servants Department, the Higher Education and Postgraduate Department, the Vocational Education Department, the Heads of relevant units under the Ministry of Education and Training; the Rectors of universities and academies, the Principals of university and college institutions; the Directors of scientific research institutes offering doctoral programs, joint master's degree programs; the Principals of vocational college secondary schools are responsible for implementing this Decision./. 

Article 3. The Director of the Office, the Inspector General, the Heads of the Cadre Organization Department, the Higher Education Department, the Vocational Education Department under the Ministry of Education and Training; the Rectors of universities and academies; the Presidents of colleges; the Directors of research institutes offering doctoral programs, joint master’s programs; the Principals of vocational secondary schools are responsible for implementing this Decision./.
