Research Center for Environmental Monitoring, Early Warning, and Prevention of Aquatic Diseases in the Northern Region

WHEREAS, Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulates the functions, tasks, authorities, and organizational structure of the Ministry of Aquatic Resources;
WHEREAS, Decision No. 09/QĐ-BTS dated March 7, 2005 of the Minister of Aquatic Resources stipulates the functions, tasks, and organizational structure of the Institute of Aquaculture I;
CONSIDERING the proposal of the Director of the Institute of Aquaculture I at Document No. 315/VTS1 dated June 6, 2006;
FOLLOWING the recommendations of the Heads of the Personnel and Organization Department and the Science and Technology Department,
The Research Center for Environmental Monitoring, Early Warning, and Prevention of Aquatic Diseases in the Northern Region (hereinafter referred to as the Center) is established under the Institute of Aquaculture I (hereinafter referred to as Institute I) based on the former Environment Research Section and the former Aquatic Disease Section of Institute I.
DECISION:
Article 1. Position and Functions
The Center has the function of researching environmental monitoring, early warning, and aquatic diseases in the northern provinces from Thua Thien Hue northward.
The Center's headquarters is located in Dinh Bang Commune, Tu Son District, Bac Ninh Province.
The Center is a public service entity that uses its own seal and bank account.
The English name for transactions is Center for Environment and Disease Monitoring in Aquaculture (CEDMA).
Article 2. The Center shall have the following tasks:
1. Conduct scientific research and technological studies on environmental monitoring and aquaculture production in coastal areas.
2. Study pathogens and preventive measures against diseases affecting cultured aquatic animals and plants.
3. Provide environmental and disease early warning information to management agencies and aquaculture organizations and individuals in the northern region; provide technical support to localities to prevent environmental pollution and control aquatic diseases.
4. Establish a network for environmental monitoring and disease prevention, build a database on water quality changes to serve state management in environmental forecasting, disease prediction, and sustainable aquaculture development in the northern region. Develop and implement programs to control the environment and prevent diseases in key aquaculture areas in the northern region.
5. Coordinate and exchange information with relevant agencies related to aquatic environmental development, study measures to prevent and handle outbreaks when diseases occur.
6. Improve organizational structures, operational mechanisms, and coordination among the Center, stations, and measurement points within the network.
7. Collect and provide data to relevant agencies as a basis for planning, zoning for aquaculture, and ecological zoning in the northern region.
8. Cooperate in research, training, and technology transfer for environmental treatment, disease control, and aquatic ecology with domestic and international organizations.
9. Provide consulting services and perform activities in the fields of environment and aquatic diseases.
10. Manage and utilize effectively the assets and facilities invested in and equipped.
11. Perform other tasks assigned by the Director of the Institute of Aquaculture I.

Article 3. Organization of the Center
The Center shall have a director, not more than two deputy directors, and specialized departments:
- Environmental Research Department
- Aquatic Disease Research Department
- Information Synthesis and Forecasting Department
- Center Office (organization, administration, planning, finance)
- Regional Stations:
The Center has eight regional stations subordinate to it located in the provinces and cities of Hai Phong, Hai Duong, Nam Dinh, Nghe An, Quang Binh, Thua Thien Hue, Son La, and Tuyen Quang. Initially, establish two Hai Duong and Hai Phong stations at the National Freshwater Aquatic Breeding Center in the North and the National Marine Breeding Center in the North.
The Center Director is appointed by the Minister of Fisheries upon the recommendation of the Director of the Institute for Aquaculture Research I; Deputy Directors and Chief Accountant are appointed by the Director of the Institute after obtaining the consent of the Ministry of Fisheries.
The Center's staffing and salary fund are included in the total staffing and salary fund of Institute I, distributed annually by the Ministry of Fisheries according to the plan.
The regional stations subordinate to the Center are subject to its professional management and administrative management by the immediate superior authority.
The Center's operating funds are provided by the state budget.
Based on current regulations, the Director of the Institute for Aquaculture Research I shall develop and promulgate the operational rules of the Center.
Article 4. Effective date
The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 5. Responsibilities for Implementation
The Heads of the Office, the Director of the Institute for Aquaculture Research I, the Heads of Departments, Bureaus, Inspectorate, and the Heads of subordinate units under the Ministry, and the Center Director are responsible for implementing this decision.
