Article 1. Scope of Regulation and Applicability:
This Circular stipulates the intermediate vocational training program framework and higher vocational college level program framework to be applied to public and private vocational training institutions (hereinafter referred to as vocational training institutions) that have registered to provide training for the occupations specified in this Circular; the intermediate vocational training program framework and higher vocational college level program framework stipulated in this Circular are not mandatory for vocational training institutions with foreign investment capital.
Article 2. The program framework prescribed in this Circular includes:
1. Intermediate vocational training program framework and higher vocational college level program framework for the occupation "Pump, fan, air compressor installation, operation, and repair" (Annex 1);
2. Intermediate vocational training program framework and higher vocational college level program framework for the occupation "Thermal power plant operation (condensing type)" (Annex 2);
3. Intermediate vocational training program framework and higher vocational college level program framework for the occupation "Oil and gas processing equipment operation" (Annex 3);
4. Intermediate vocational training program framework and higher vocational college level program framework for the occupation "Petrochemical equipment operation" (Annex 4);
5. Intermediate vocational training program framework and higher vocational college level program framework for the occupation "Oil and gas drilling and exploitation" (Annex 5);
6. Intermediate vocational training program framework and higher vocational college level program framework for the occupation "Electrical and mechanical equipment maintenance" (Annex 6);
7. Intermediate vocational training program framework and higher vocational college level program framework for the occupation "Air traffic engineering" (Annex 7);
8. Intermediate vocational training program framework and higher vocational college level program framework for the occupation "Ship propulsion system assembly" (Annex 8);
9. Intermediate vocational training program framework and higher vocational college level program framework for the occupation "Steam boiler and turbine testing and assembly" (Annex 9);
10. Intermediate vocational training program framework and higher vocational college level program framework for the occupation "Plating technology" (Annex 10);
11. Intermediate vocational training program framework and higher vocational college level program framework for the occupation "Underground mine equipment repair" (Annex 11);
Article 3. Responsibility for developing vocational training programs:
Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational colleges, universities, colleges, and specialized intermediate colleges that have registered to conduct vocational training for the trades specified in this Circular shall organize the development, review, and approve the vocational training programs of their institutions.
Article 4. Implementation provisions:
1. This Circular takes effect 45 days from the date of signature.
2. Ministries, ministerial-level agencies, governmental agencies, political-social organizations, provincial People's Committees under the Central Government, the General Department of Vocational Training, vocational colleges, intermediate vocational colleges, universities, colleges, and specialized intermediate colleges that have registered to conduct intermediate vocational training and higher vocational training for the trades specified in this Circular, and related units are responsible for implementing this Circular.
