CIRCULAR
Amending, supplementing, and revoking certain provisions of the Regulations on the approval of measurement instrument models issued together with Decision No. 22/2006/QĐ-BKHCN dated November 10, 2006 of the Minister of Science and Technology.
The Minister of Science and Technology stipulates:

Pursuant to Decree No. 28/2008/NĐ-CP dated March 14, 2008, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
On the basis of Resolution No. 67/NQ-CP dated December 24, 2010, issued by the Government regarding the simplification of administrative procedures within the scope of management functions of the Ministry of Science and Technology;
Considering the proposal of the Director General of the Standardization, Measurement, and Quality Control Department,
Amending, supplementing, and revoking certain provisions of the Regulations on the approval of measurement instrument models issued together with Decision No. 22/2006/QĐ-BKHCN dated November 10, 2006 of the Minister of Science and Technology as follows:
Article 1. 1. Repealing Clause 2 of Article 4.
2. Amending and supplementing Clause 1 of Article 5 as follows:
"One (01) set of registration files to be submitted to the General Department includes:
a) The "Application for Approval of Measurement Instrument Model" according to the form prescribed in Appendix I of Decision No. 22/2006/QĐ-BKHCN;
b) Technical description of the model (specifying the schematic diagram, user guide, important structures affecting the technical characteristics of the measurement model; mechanisms for setting and adjusting measurement technical parameters of the model; positions for affixing seals, inspection stamps, and sealing, and other features if present on the model);
c) A set of photographs (same size, minimum 90 mm x 120 mm but not larger than 210 mm x 297 mm, attached to A4 paper bound into a booklet) and a CD containing this set of photographs. The photographs must be clear and meet the requirements for comparison, verification, and checking the conformity of measurement instruments produced or imported according to the model and the approved model. Each set of photographs includes:
- One (01) overall perspective photograph of the model;
- Photographs of the front (the face showing the measurement result), back, top, bottom (if any), right side, left side of the model;
- Separate photographs: operation keys; positions for affixing seals, inspection stamps; sealing positions on the model; other parts directly affecting the technical measurement characteristics of the model.
d) Commitment from the entity ensuring the use and operation of functions according to the software (if any) of the measurement instruments produced or imported in accordance with the model without changing the main technical and measurement characteristics of them;
e) Minutes and test results of the model according to Article 7 of Decision No. 21/2006/QĐ-BKHCN."
"Article 10. Storage of approved model files
"Article 10. Point calculation for urban classification
1. Files of the approved model (including the application for approval of the model and the decision approving the measurement instrument model) must be stored at the General Department for at least five (05) years after the decision approving the model expires.
2. The entity is responsible for establishing and storing the files of the approved model at the entity within the time limit specified in Clause 1 of this Article."
4. Amending and supplementing Clause 1 of Article 11 as follows:
"One (01) month before the decision approving the model expires, the entity has the right to submit the 'Request for Extension of the Validity Period of the Decision Approving the Measurement Instrument Model' according to the form prescribed in Appendix I of these Regulations to the General Department."
5. Amending and replacing Appendix II issued together with Decision No. 22/2006/QĐ-BKHCN with Appendix I of this Circular.
2. The Director of the General Department of Standardization, Metrology and Quality, the Head of the Legal Affairs Department, and related organizations and individuals are responsible for implementing this Circular./.
Article 2. The General Department of Standardization, Metrology and Quality Assurance is responsible for guiding and organizing the implementation of this Circular.
Article 3.
1. This Circular takes effect from August 20, 2011.
2. The Director of the Standardization, Measurement, and Quality Agency, the Head of the Legal Affairs Department, and relevant organizations and individuals shall be responsible for the implementation of this Circular./.
