Regarding amending and supplementing Article 1 of Circular No. 20/2009/TT-BKHCN dated September 30, 2009of the Minister of Science and Technology on issuing and implementing the "National Technical Regulations on Gasoline, Diesel Fuel, and Biofuel"The Minister of Science and Technology issues this Circular to amend and supplement Article 1 of Circular No. 20/2009/TT-BKHCN dated September 30, 2009 on issuing and implementing the "National Technical Regulations on Gasoline, Diesel Fuel, and Biofuel".

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
Pursuant to Decree No. 28/2008/NĐ-CP dated March 14, 2008, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
Considering the proposal of the General Director of the Standardization, Metrology and Quality Control Department;
Amending and supplementing Article 1 of Circular No. 20/2009/TT-BKHCN dated September 30, 2009 of the Minister of Science and Technology on issuing and implementing the "National Technical Regulations on Gasoline, Diesel Fuel, and Biofuel"
Article 1. Article 1. Circular No. 20/2009/TT-BKHCN dated September 30, 2009 of the Minister of Science and Technology on issuing and implementing the "National Technical Regulations on Gasoline, Diesel Fuel, and Biofuel" shall be amended and supplemented as follows:
"1. Issuing with this Circular National Technical Regulation QCVN 1:2009/BKHCN on gasoline, diesel fuel, and biofuel.
2. Unleaded gasoline is considered compliant with QCVN 1:2009/BKHCN when it meets the requirements specified in Point 2.1.2 Clause 2.1 Section 2 of QCVN 1:2009/BKHCN and has test results for ketone compounds, methanol, and water as follows:
a) Ketone compounds, not detected, determined according to the testing method prescribed in TCVN 7332 (ASTM D 4815);
b) Methanol, not detected, determined according to the testing method prescribed in TCVN 7332 (ASTM D 4815);
c) Water, not detected, determined according to visual inspection criteria; clear, bright, free from suspended impurities, determined according to the testing method prescribed in TCVN 7759 (ASTM D 4716)."
1. This Circular takes effect from September 1, 2012.
Article 2. Responsibility for implementation
The General Department of Standardization, Metrology and Quality Assurance is responsible for guiding and organizing the implementation of this Circular.
Article 3. Implementation Provisions
2. The Director of the General Department of Standardization, Metrology and Quality, heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular.
2. The Director of the Standards Measurement and Quality Control General Department, the Heads of relevant agencies, organizations, and individuals shall be responsible for the implementation of this Circular.
