CIRCULAR

Regulations on the conditions for operation of sports facilities organizing badminton activities

Pursuant to the Law on Physical Education and Sports No. 77/2006/QH11 dated November 29, 2006;

Pursuant to Decree No. 112/2007/NĐ-CP dated June 26, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Physical Education and Sports;

Pursuant to Decree No. 7841/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to Decree No. 69/2008/NĐ-CP dated May 30, 2008 of the Government on policies encouraging socialization in education, vocational training, healthcare, culture, sports, and environmental activities;

Article 1. This Circular stipulates special conditions for organizing training and competitions in Golf.

The Minister of Culture, Sports and Tourism issues this Circular prescribing the conditions for operation of sports facilities organizing badminton activities.

Article 1. Scope of Regulation

This Circular provides detailed regulations on the conditions regarding infrastructure, equipment, and specialized staff of sports facilities organizing badminton activities.

Article 2. Applicability

This Circular applies to organizations and individuals organizing badminton activities in Vietnam.

Article 3. Issuance of Certificate of Compliance with Operating Conditions

1. A sports facility organizing badminton activities must be a sports enterprise that conducts operations with a certificate of business registration in accordance with Clause 5, Article 55 of the Law on Physical Education and Sports.

2. When organizing high-performance badminton training and competition activities, a sports facility must ensure the standards of infrastructure and equipment for training and competition as prescribed in Article 43 of the Law on Physical Education and Sports.

Article 4. Conditions relating to infrastructure and equipment, training tools

1. The venue for badminton activities must meet the following conditions:

a) Badminton courts must be arranged indoors. The court surface must be flat, non-slippery, covered with paint, synthetic material, or rubber matting, with dimensions of 13.40 meters in length, 6.10 meters in width, and a diagonal of 14.723 meters for doubles play. The floor must be made of wood or concrete;

b) Ensure uniform lighting on the court with a minimum illumination of 500 lux, without glare or dazzling;

c) The minimum height from the court surface to the ceiling is 8 meters;

d) The distance between courts, and the distance from the side edges and end edges to the surrounding walls must be at least 1 meter;

đ) Provide a stock of medicines and first aid equipment, changing rooms and clothing storage areas, restrooms, and parking spaces;

e) A notice board specifying training hours, safety measures during training, and other relevant regulations;

g) Ensure security, order, hygiene, environment, labor safety, and fire prevention in accordance with the law.

2. Equipment and training tools:

a) The net must be made of nylon or synthetic material with a dark color, square mesh with sides measuring from 15mm to 20mm, and a white strip at the top of the net;

b) The height of the net poles is 1.55 meters, made of iron or steel, cylindrical, sufficiently sturdy, and standing straight when the net is stretched. The net poles and accessories must not be placed within the court area;

c) Each court must have at least one container for shuttlecocks and two containers for equipment; there must also be a referee's chair and floor-cleaning tools.

Article 5. Conditions relating to specialized staff

A sports facility organizing badminton training activities must have instructors with badminton expertise meeting one of the criteria specified in Point 1, Section I of Circular No. 05/2007/TT-UBTDTT dated July 20, 2007 of the State Committee for Physical Culture and Sports guiding the implementation of certain provisions of Decree No. 112/2007/NĐ-CP dated June 26, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Physical Education and Sports.

Article 6. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

2. The Cultural, Sports and Tourism Inspectorate shall conduct inspections and handle violations concerning the professional conditions for organizing badminton activities according to its authority.

3. Departments of Culture, Sports and Tourism of provinces and centrally-administered cities are responsible for implementing this Circular.

Article 7. Effective Date

This Circular takes effect from January 25, 2013. Sports facilities organizing badminton activities that have been established but do not yet meet the conditions prescribed in this Circular must complete and improve within six months from the date the Circular takes effect. During the implementation process, if any difficulties arise, agencies and individuals are advised to promptly report to the Ministry of Culture, Sports and Tourism for research and timely resolution.
