Regulations on certain management contents for organizing sports cycling competition activities

Pursuant to the Law on Physical Education and Sports dated October 29, 2006;

“1. Position

Pursuant to Decree No. 76/2013/NĐ-CP dated July 16, 2013, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director-General of the General Department of Physical Training and Sport;

The Minister of Culture, Sports and Tourism issues this Circular to regulate certain management contents for organizing sports cycling competition activities.

Article 1. Scope of Regulation

1. This Circular regulates certain management contents for organizing sports cycling competition activities.

2. Sports cycling includes: Road cycling, Mountain biking, Track cycling, and BMX (Bicycle Motocross).

Article 2. Applicability

This Circular applies to organizations and individuals organizing sports cycling competition activities in Vietnam.

Article 3. Technical Guidelines

1. Organizations and individuals organizing sports cycling competitions must develop Technical Guidelines. The Technical Guidelines shall include the following main contents:

a) A diagram with cross-sections of the race track marked with important points on the track;

b) Detailed maps of the starting area, finish line, or competition area.

2. Organizations and individuals organizing sports cycling competitions shall be responsible for sending the Technical Guidelines to organizations and individuals involved in managing and competing in the competition. The Technical Guidelines must be sent at least 30 days before the opening of the competition.

Article 4. General Conditions for Competition Sites

1. There must be a race track or field suitable for the nature and scale of the competition as stipulated in Articles 5, 6, 7, and 8 of this Circular.

2. The competition site must have warm-up areas, sanitation facilities, changing rooms, and parking areas.

3. Security, public order, environmental hygiene, and fire prevention must be ensured at competition sites and locations of official ceremonies according to the law.

Article 5. Race Track for Road Cycling

1. There must be signs indicating directions, locations, distances, and important points such as the finish line, prize points along the route, supply zones, mountain peaks, bad road sections, narrow roads, densely populated areas, and bridges.

2. Obstacles on the race track must be marked and signaled.

3. There must be protective barriers in front of the finish line for 300 meters and behind it for 100 meters.

Article 6. Race Track for Mountain Biking

1. There must be signboards marking the race track according to the provisions of the Law on Sports Cycling Competition.

2. Obstacles on the race track must be marked and signaled.

3. Soft materials or cushions must be placed in areas that may pose danger to athletes.

4. Nets or protective barriers must be installed in dangerous areas: cliffs, steep slopes.

5. A safety zone separating spectators from the race track must be at least 2 meters wide and must have protective barriers.

6. There must be protective barriers in front of the finish line for 100 meters and behind it for 50 meters.

Article 7. Track for Indoor and Outdoor Track Cycling

1. Indoor track: The surface must be made of wood, flat and smooth. The width of the track must be at least 5 meters.

2. Outdoor track: The surface must be made of wood or concrete, flat and smooth. The width of the track must be at least 5 meters.

3. The inner safety lane of the track must be at least 2.5 meters wide for tracks shorter than 250 meters, and at least 4 meters wide for tracks 250 meters or longer.

4. The outer edge of the track must be surrounded by a safety barrier. The height of the barrier must be at least 0.9 meters, without protruding parts, and contrasting in color with the track.

Article 8. BMX Track

1. The length of the track ranges from 300m to 400m (measured from the center of the track), with a minimum width of 5m including straight sections and banked turns forming the track.

2. The starting area is designed higher than the track, with a minimum width of 10m and a minimum height of 1.5m. The starting section has separate lanes for each starter.

3. The starting gate must be at least 0.5m high with a slope not exceeding 90 degrees (90°). The starting gate is designed to support the wheels of the athletes.

4. The outer edge of the track is painted white. A barrier separating the track and spectators is placed at least 2m away from the track, made of plastic or material capable of absorbing impact from athletes and racing vehicles.

5. There is a straight section beyond the finish line for athletes to reduce speed and stop their vehicles.

Article 9. Equipment Conditions

1. Communication equipment for organizing and managing staff members.

2. Film recording equipment to record the competition process.

3. Transportation means for organizing and managing staff members and teams during the competition.

4. Equipment serving the referee team to manage the competition and guide the race, including flags, bells, whistles, timing boards, lap counters, starting tapes, finishing tapes, safety testing devices, size and weight checking devices for racing vehicles.

Article 10. Medical Conditions

1. Athletes participating in the competition must have a health certificate for sports issued by a provincial general hospital or higher level hospital according to the regulations of the Competition Rules.

2. Emergency points must have at least one ambulance, one doctor, and six nurses.

3. Adequate medical supplies and first aid equipment must be available.

4. For mountain bike races, emergency points must be set up in dangerous areas on the track, ensuring easy access for ambulances.

Article 11. Referee Conditions

1. Referees managing national-level competitive sports events must be recognized and summoned to duty by the Vietnam Cycling-Motorcycle Sports Federation.

The number of motorcycle referees must be at least one referee for every five athletes but not less than thirty motorcycle referees.

2. For competitions organized by localities or sectors: Referees managing the competition must be recognized and summoned by the local Cycling-Motorcycle Sports Federation or the Department of Culture, Sports and Tourism of provinces and centrally-administered cities.

The minimum number of motorcycle referees is twenty-five.

Article 12. Responsibilities of Organizations and Individuals

1. Organizations and individuals responsible for organizing cycling sports competitions shall report or apply for permission to organize the competition in writing to the competent state management agency for culture, sports, and tourism in accordance with the law.

2. The Organizing Committee is responsible for:

a) Develop plans for organization, programs, schedules, and routes; ensure safety and technical requirements;

b) Coordinate with public security agencies, transportation agencies, health agencies, information and communication agencies, and related agencies to develop and implement plans for ensuring safety, order, health services, first aid, rescue operations during the competition, and promotional activities in accordance with the law.

3. For competitions organized in Vietnam but with race routes passing through multiple countries:

a) Organizations responsible for organizing cycling sports competitions with routes passing through other countries shall develop programs and organizational plans; report and submit written applications for permission to organize the competition to the competent state management agency for culture, sports, and tourism; relevant ministries and agencies in accordance with the law;

b) Representatives authorized by the competent state management agency for culture, sports, and tourism to work directly with agencies of the host country to unify plans for cooperation in organization, ensuring safety, and meeting technical requirements;

c) Organizations and individuals responsible for organizing the competition shall coordinate with immigration authorities of countries where the race teams enter and exit to ensure smooth and timely entry and exit procedures for personnel and vehicles of the race teams in accordance with prescribed formalities.

Article 13. Report on the Results of Organizing Competitive Events

Organizations and individuals organizing Sports Cycling Competitive Events shall report the results of organizing such events to the state management agency for culture, sports, and tourism in accordance with the provisions of the law after the conclusion of the competitive event.

Article 14. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

2. The Inspectorate of Culture, Sports and Tourism shall conduct inspections and handle, within its authority, organizations and individuals that organize Sports Cycling Competitive Events in violation of the provisions of this Circular.

3. Departments of Culture, Sports and Tourism of provinces and centrally-administered cities are responsible for implementing this Circular.

Article 15. Effective Date

1. This Circular takes effect from March 1, 2014.

2. During implementation, if any issues arise, organizations and individuals are requested to promptly report them to the Ministry of Culture, Sports and Tourism for study and prompt resolution./.
