Pursuant to the Ordinance on Village Police dated November 21, 2008;

Pursuant to DecreeNo. 73/2009/NĐ-CP dated September 7, 2009, providing detailed implementation of certain provisions of the Village Police Ordinance;

Pursuant to DecreeNo. 77/2009/NĐ-CP dated September 15, 2009, stipulating functions, tasks, powers, and organizational structure of the Ministry of Public Security;

At the proposal of the Director General of the Administration Police Department under the Ministry of Public Security managing public order and social security;

The Minister of Public Security issues this Circular to amend Clause 2 of Article 17 of Circular No. 12/2010/TT-BCA dated April 8, 2010, providing detailed implementation of certain provisions of the Village Police Ordinance and Decree No. 73/2009/NĐ-CP dated September 7, 2009, providing detailed implementation of certain provisions of the Village Police Ordinance.No. 73/2009/NĐ-CP dated September 7, 2009, providing detailed implementation of certain provisions of the Village Police Ordinance (hereinafter referred to as Circular No. 12/2010/TT-BCA).No. Article 1. Amend Clause 2 of Article 17 of Circular No. 12/2010/TT-BCA

Clause 2 of Article 17 of Circular No. 12/2010/TT-BCA shall be amended as follows:

"2. The Village Police Certificate shall have the following shape, size, and content according to the model below:

a) Shape and size: Rectangle, length 82mm, width 50mm (measured from the gold background on the back);

b) Front side: Background color brown, characters in light yellow, at the top is the National Emblem and Motto, below is the phrase "VILLAGE POLICE CERTIFICATE";

c) Back side: Light yellow background with floral patterns of the Police Emblem and the phrase "VILLAGE POLICE" printed in embossed letters in the middle section where personal information is recorded. On the left, from top to bottom: The phrase "PROVINCE POLICE (CITY)...", "DISTRICT POLICE (TOWN, CITY)..."; photograph (color portrait photo, size 2cm x 3cm, wearing winter uniform if winter uniform is not provided then wear spring/summer uniform; wearing soft hat with the Village Police Emblem), small embossed stamp placed over the lower right quarter of the photo; certificate number. On the right, from top to bottom: The phrase "VILLAGE POLICE CERTIFICATE"; full name, date of birth, position of the person holding the certificate; Village Police, validity period of the certificate; date of issuance of the certificate; position and signature of the person issuing the certificate, and stamp. The phrase "VILLAGE POLICE CERTIFICATE" is red, all other characters and numbers are black.

The embossed stamp placed over the lower right quarter of the photo is the small embossed stamp of the Province Police or City Police under the Central Government; the stamp placed over the signature of the person issuing the Village Police Certificate is the small wet stamp of the District Police.

d) The Village Police Certificate is made of hard paper material; its validity period is five years."

This Circular takes effect from May 19, 2014. Clause 2 of Article 17 of Circular No. 12/2010/TT-BCA dated April 8, 2010, providing detailed implementation of certain provisions of the Village Police Ordinance and Decree No. 73/2009/NĐ-CP dated September 7, 2009, providing detailed implementation of certain provisions of the Village Police Ordinance, is hereby abolished.

Article 2. Effective Date

1. The Director of the Administrative Police Management General Department is responsible for directing, guiding, and inspecting the implementation of this Circular.

Article 3. Responsibility for Implementation

2. The Directors of the General Departments under the Ministry of Public Security, the Directors of Provincial Public Security Departments, the Directors of Provincial Fire Prevention and Fighting Departments, and the heads of organizations related to the organization and activities of Village Police are responsible for implementing this Circular. During the implementation of this Circular, if any difficulties arise, the relevant units, localities, organizations, and individuals should report to the Ministry of Public Security (through the Administrative Police Management General Department) for timely guidance.

2. The Directors General, heads of units under the Ministry of Public Security, Provincial Police Chiefs, Chief of Fire Prevention and Fighting in cities directly under the Central Government, heads of agencies and organizations related to the organization and operation of Commune Police shall be responsible for implementing this Circular. In the course of implementing this Circular, if any difficulties arise, local police units, relevant agencies, organizations, and individuals shall report to the Ministry of Public Security (through the General Department of Administrative Management for Social Order and Safety) for timely guidance.
