Pursuant to the Higher Education Law dated June 18, 2012;

Pursuant to the Law on Science and Technology dated June 18, 2013;

BASED ON THE DECREE NUMBER 05/2022/ND-CP dated January 7, 2022 amending and supplementing certain provisions of the Decree Number 53/2019/ND-CP dated June 17, 2019 of the Government; đPursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Considering the Proposal of the Director of the Department of Science, Technology and Environment,

The Minister of Education and Training issues this Circular to provide guidelines for the awarding of the "Young Scientific Talent Award" for young lecturers in higher education institutions. đThis Circular provides guidelines for the awarding of the "Young Scientific Talent Award" for young lecturers in higher education institutions.

Article 1. This Circular takes effect from June 26, 2014.

Article 2. The Head of the Office, the Director of the Department of Science, Technology and Environment, heads of units under the Ministry of Education and Training, heads of higher education institutions, and individuals concerned are responsible for implementing this Circular./.

Article 1. Scope of Regulation, Applicability

PART I

GENERAL PROVISIONS

1. This Circular guides the procedures, evaluation, and awarding of the "Young Scientific Talent Award" (hereinafter referred to as the Award) for young lecturers and young researchers (hereinafter collectively referred to as young lecturers) in higher education institutions.

2. The awardees of the Award must be young lecturers in higher education institutions who are not older than 35 years old (rounded according to the Gregorian calendar) at the time of submitting the application for the Award.

3. Research topics in science and technology at all levels led by young lecturers participating in the Award must have high scientific and practical value, research results and products of the topic must have the potential to be applied in production, educational activities, and training, contributing to the development of the country's economy and society.

Article 2. Purpose, Time of Award

1. The Award aims to recognize outstanding achievements of young lecturers in scientific research and technology transfer, contributing to improving the quality of training and discovering and nurturing young scientific talent in higher education institutions.

2. The Award is organized every two years.

Article 3. Requirements for Research Topics Participating in the Award

1. It must be a university-level, ministry-level, or equivalent research topic, a national-level research topic, or a branch of a national-level research topic led by a young lecturer.

2. The research topic has not participated in any other national or international awards up to the time of submitting the application for the Award.

3. The research topic must have been officially accepted no more than two years (rounded according to the Gregorian calendar) at the time of submitting the application for the Award and must be rated as good or better.

4. Each scientific research project can be carried out by one or more young lecturers but must have one person responsible and the total number of participants must not exceed three.

Each research topic may be carried out by one or more young lecturers, but there must be one person primarily responsible, and the total number of participants shall not exceed three.

Article 4. Fields of Science and Technology for the Award

Scientific and technological topics at various levels participated by young lecturers in the award assessment shall be classified into six fields of science and technology:

1. Natural Sciences (N1): Mathematics and Statistics, Computer Science and Information, Physics, Chemistry, Earth and Environmental Sciences, Biology, Other Natural Sciences.

2. Engineering and Technology (N2): Civil Engineering, Electrical Engineering, Electronic Engineering, Information Engineering, Mechanical Engineering, Chemical Engineering, Materials and Metallurgy Engineering, Medical Engineering, Environmental Engineering, Environmental Biotechnology, Industrial Biotechnology, Nanotechnology, Food and Beverage Engineering, Other Engineering and Technology.

3. Medical and Pharmaceutical Sciences (N3): Basic Medicine, Clinical Medicine, Pharmacy, Biotechnology in Medicine, Other Medical and Pharmaceutical Sciences.

4. Agricultural Sciences (N4): Crop Production, Animal Husbandry, Veterinary Medicine, Forestry, Aquaculture, Agricultural Biotechnology, Other Agricultural Sciences.

5. Social Sciences (N5): Psychology, Economics and Business, Educational Sciences, Sociology, Law, Political Science, Economic and Social Geography, Mass Media and Communication, Other Social Sciences.

6. Humanities (N6): History and Archaeology, Linguistics and Literature, Philosophy, Ethics and Religion, Arts, Other Humanities.

Article 5. Budget for Organizing the Award Assessment

1. The budget for organizing the award assessment shall be sourced from the following:

a) State budget for scientific and technological activities;

b) Legal income sources of higher education institutions;

c) Sponsorship from domestic and foreign organizations and individuals.

2. The budget for organizing the award assessment at higher education institutions shall be sourced from the state budget for scientific and technological activities and legal income sources of higher education institutions.

3. The budget for organizing the award assessment at the Ministry of Education and Training and prize money for winning projects shall be balanced within the state budget estimate (state budget for scientific and technological activities) allocated to the Ministry of Education and Training and other legitimate sponsorships.

Chapter II

ORGANIZATION OF THE AWARD ASSESSMENT

Article 6. Evaluation and Selection of Projects at Higher Education Institutions

1. In the year of organizing the award, the Ministry of Education and Training will notify higher education institutions and public media about the organization of the award assessment.

2. Higher education institutions shall establish an evaluation and selection committee to submit projects for the award assessment. Project evaluation and classification shall be scored out of 100 points (Evaluation Form, Appendix IV).

3. Higher education institutions have the responsibility to widely announce the results of project selection within their units seven days before submitting the application for the award assessment to the Ministry of Education and Training's award assessment committee.

Article 7. Application for Participation in the Award Assessment

The application for participation in the award assessment includes:

1. Application for participation in the award assessment by the project leader (Appendix II).

2. Final report on the project (Appendix I) accompanied by relevant scientific documents (if any): nine copies per project.

3. Official letter and list of projects submitted for the award assessment from the higher education institution (Appendix III).

4. Research results information of the project (Appendix I - model 3).

5. CD containing the final report content and information about the young lecturer implementing the project.

6. Project acceptance documentation (photocopy): Decision to establish the acceptance committee, Acceptance minutes, Reviewer's comments, Acceptance evaluation forms.

7. Evidence of research results and project products.

Article 8. Acceptance and Examination of Application Files for Award Consideration

1. The Department of Science, Technology and Environment under the Ministry of Education and Training shall be responsible for guiding, accepting, and examining application files for award consideration.

2. An application file for award consideration is valid if it meets the following conditions:

a) It contains all the required documents as stipulated in Article 7 of this Circular;

b) It is sent via postal service or directly to the Department of Science, Technology and Environment within the prescribed deadline;

c) It complies with the requirements set forth in Article 3 of this Circular.

Article 9. Time Limit for Receiving Application Files, Evaluating Research Topics, and Awarding the Prize

1. Time limit for receiving application files: Before June 30 of the year the award is organized.

2. Time period for evaluating research topics and awarding the prize: From July to October of the year the award is organized.

3. Time period for organizing the Award Ceremony: In November of the year the award is organized.

Article 10. Evaluation and Selection of Prizes at the Ministry of Education and Training

Research topics participating in the award consideration will be evaluated and selected for prizes at the Ministry of Education and Training through two rounds.

1. Evaluation and selection of prizes in the first round:

a) The Ministry of Education and Training establishes an Evaluation Council (hereinafter referred to as the Council). The Council consists of 7 to 9 members, each topic has two experts providing counterarguments and is rated on a scale of 100 points (Evaluation Form, Appendix IV).

b) Research topics with a Council evaluation score of 90 points or higher will participate in the second round for the first and second prizes;

c) Research topics with a Council evaluation score from 80 to less than 90 points will be recommended for the third prize;

d) Research topics with a Council evaluation score from 70 to less than 80 points will be recommended for the encouragement prize;

đ) In cases where an invalid application file is discovered or the Council's evaluation score is below 70 points, the research topic will not be awarded a prize.

2. Evaluation and selection of prizes in the second round:

a) The Ministry of Education and Training establishes a Council to select the first and second prizes for research topics. The Council consists of 7 to 9 members, including 1 or 2 members from the first round Evaluation Council; each topic has two experts providing counterarguments;

b) The head of the research topic must present a report on the research results at the Council meeting;

c) The Council votes to select the first and second prizes for each field of science and technology. Research topics not selected for the first or second prizes may be recommended for the third prize or the encouragement prize by the Council;

d) In cases where the head of the research topic does not present a report at the Council meeting or it is found that the research was not conducted by young lecturers, the research topic will not be considered for a prize.

Article 11. Content of Evaluation of Research Topics and Selection of Prizes in the First Round

1. Content of Evaluation of Research Topics:

a) Overview of research situation, reasons for selecting the topic;

b) Objectives of the topic;

c) Research methods;

d) Scientific content;

đ) Economic, social, educational, training, national security, and defense contributions;

e) Format of the final report presentation;

g) Bonus points (publication of scientific results from the research topic in domestic and international specialized journals).

2. Selection of Prizes:

a) Members of the Evaluation Council rate the research topics on a scale of 100 points (Evaluation Form, Appendix IV);

b) Based on the evaluation results, the Council selects four prizes: first, second, third, and encouragement.

Article 12. Content of Evaluation of Research Topics and Selection of Prizes in the Second Round

1. Content of Evaluation of Research Topics:

a) In accordance with the contents stipulated in Clause 1, Article 11 of this Circular;

b) The presentation of research results report of the Research Topic;

c) Scientific contributions of the Research Topic.

2. Selection of First Prize:

The Council shall vote to select one Research Topic winning the first prize for each field of science and technology (Annex V).

3. Selection of Second Prize:

a) For Research Topics not winning the first prize, the Council shall vote to select second prizes for each field of science and technology (Annex VI).

b) For Research Topics not winning the first or second prize, the Council may consider awarding third prizes or encouragement prizes (Annex VI).

Chapter III

AWARDS

Article 13. Steering Committee for Award Presentation

1. The Steering Committee for Award Presentation shall be established by the Ministry of Education and Training. Members of the Steering Committee include representatives from the Ministry of Education and Training, the Ministry of Science and Technology, the Vietnam Association for Science and Technology (Vietnam Fund for Supporting Technical Innovation - VIFOTEC), the Central Committee of the Ho Chi Minh Communist Youth Union, and Vietnam Television. The Steering Committee for Award Presentation directly oversees the organization of the award presentation process.

2. The Secretariat assisting the Steering Committee for Award Presentation shall be established by the decision of the Chairperson of the Steering Committee. Members of the Secretariat include representatives from agencies and units participating in organizing the Awards. The Secretariat is responsible for preparing the agenda for meetings of the Steering Committee for Award Presentation.

3. The Department of Science, Technology and Environment under the Ministry of Education and Training serves as the permanent body of the Awards, responsible for implementing tasks assigned by the Steering Committee for Award Presentation, including: drafting plans and guiding the organization of the award presentation, receiving and processing applications, budgeting and reporting on financial settlement, establishing evaluation councils and selection committees, convening meetings of the Steering Committee for Award Presentation, submitting for approval decisions on commendations, organizing the Award Presentation ceremony, promoting and introducing the Awards and winning topics, and soliciting sponsors both domestically and internationally for the Awards.

Article 14. Structure and Amount of Prizes

1. Number of Awards:

Based on the results of the evaluation councils and prize selection councils in the first and second rounds, the Steering Committee for Award Presentation shall decide on the number and structure of awards in each field of science and technology.

2. Prize Amounts:

a) First Prize: 7,000,000 VND per topic (seven million dong per topic);

b) Second Prize: 5,000,000 VND per topic (five million dong per topic);

c) Third Prize: 3,000,000 VND per topic (three million dong per topic);

d) Encouragement Prize: 2,000,000 VND per topic (two million dong per topic).

e) In cases where funding is mobilized for the Awards, the value of the Awards may increase depending on the amount of funds raised.

Article 15. Awards

1. Research Topics winning the first prize shall be awarded a Certificate of Merit from the Minister of Education and Training and a Creative Youth Medal from the Central Committee of the Ho Chi Minh Communist Youth Union.

2. Research Topics winning the second prize shall be awarded a Certificate of Merit from the Minister of Education and Training and a Certificate of Merit from the Central Committee of the Ho Chi Minh Communist Youth Union.

3. Research Topics winning the third prize and encouragement prizes shall be issued a Certificate of Recognition from the Ministry of Education and Training.

4. The Ministry of Education and Training shall present a Certificate of Merit to higher education institutions for their achievements in scientific research by young lecturers if they meet the following conditions:

a) Having many initiatives in management and organization of activities for young lecturers' scientific research;

b) Organizing conferences and seminars on young lecturers' scientific research;

c) Having a Research Topic win the first prize or having many Research Topics win third prize or higher.

Article 16. Priority for the Head of a Project that Wins First Prize

The Head of a Project that wins first prize shall be given priority when registering to participate in:

1. Scholarship programs under Agreements and other scholarship programs for Master's degree and above, provided by foreign countries.

2. Doctoral scholarship programs under the Project to train university lecturers with doctoral degrees (Project 911).

3. Selection of scientific and technological projects at the Ministry level organized by the Ministry of Education and Training.

IMPLEMENTATION

Article 17. Implementation Provisions

1. Heads of higher education institutions and related units shall be responsible for widely publicizing and guiding the implementation of the provisions of this Circular.

2. During the implementation process, if any issues arise or difficulties occur, higher education institutions, organizations, and individuals shall report them to the Department of Science, Technology and Environment, Ministry of Education and Training for timely consideration and resolution./.
