Regulations on material infrastructure, equipment, and training of specialized staff for Traditional Martial Arts and Vovinam disciplines

Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Based on Decree No. 79/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

The Minister of Culture, Sports and Tourism promulgates this Circular regulating material infrastructure, equipment, and training of specialized staff for Traditional Martial Arts and Vovinam disciplines.
Article 1. Scope of Regulation
Article 1. This Circular regulates material infrastructure, equipment, and training of specialized staff to meet the requirements for practicing and competing in Traditional Martial Arts and Vovinam disciplines.
Article 2. The standards for material infrastructure and equipment for high-performance sports training and competition in Traditional Martial Arts and Vovinam shall be implemented in accordance with Article 43 of the Law on Physical Education and Sports.
Article 2. Applicability
This Circular applies to organizations and individuals organizing training, competitions, and training of specialized staff for Traditional Martial Arts and Vovinam disciplines in Vietnam.
Article 3. Infrastructure
Clause 1. Material infrastructure for Traditional Martial Arts and Vovinam must meet the following requirements:
a) The practice floor must be flat and non-slippery;
b) The safe distance from the practice floor to surrounding objects must be at least 2.5 meters;
c) The training space must be well-ventilated and have lighting of at least 150 lux;
d) There must be a hygiene area, changing room, and storage space for personal items of practitioners, including first aid kits as prescribed by the Ministry of Health;
e) There must be a bulletin board displaying the main regulations such as training hours, participants, those not allowed to participate, attire during training, and safety measures during training.
Clause 2. In cases where Traditional Martial Arts and Vovinam are practiced and competed indoors, the distance from the floor to the ceiling must not be less than 2.7 meters.
Article 4. Equipment
Clause 1. Equipment for sparring training includes: Helmets, mouthguards, groin protectors, ankle guards, elbow guards, training uniforms, gloves, and chest protectors.
Clause 2. Competition equipment for Traditional Martial Arts and Vovinam shall comply with the rules set forth in the Traditional Martial Arts Competition Law and the Vovinam Competition Law.
Clause 3. Any equipment and tools used for training and competition that are considered simple weapons must be managed and used in accordance with the law.
Article 5. Training Density
Clause 1. The practice density on the mat must ensure at least 2.5 square meters per person.
Clause 2. Each instructor may guide no more than 40 people in one session.
Clause 1. The General Department of Sports, the Vietnam Traditional Martial Arts Federation, the Vietnam Vovinam Federation, or the Provincial Departments of Culture, Sports and Tourism shall organize specialized training for instructors of Traditional Martial Arts and Vovinam.
Clause 2. The General Department of Sports is responsible for developing the framework and content of specialized training programs for instructors of Traditional Martial Arts and Vovinam, to be submitted to the Minister of Culture, Sports and Tourism for approval.
Clause 3. Certificates of specialized training for instructors of Traditional Martial Arts and Vovinam shall be issued by the training organization. The format of the certificate for specialized training for Traditional Martial Arts instructors is specified in Appendix 1 attached hereto. The format of the certificate for specialized training for Vovinam instructors is specified in Appendix 2 attached hereto.
Article 7. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Cultural, Sports and Tourism Inspection Agency shall conduct inspections and handle violations of this Circular within its authority.
3. Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports under the central government shall be responsible for implementing this Circular.
Article 8. Effective Date
Clause 1. This Circular takes effect from April 25, 2018.
Clause 2. Circular No. 14/2011/TT-BVHTTDL dated November 9, 2011 of the Minister of Culture, Sports and Tourism regarding the conditions for operating sports facilities for Traditional Martial Arts and Vovinam activities shall cease to be effective from the date this Circular takes effect. During implementation, if any issues arise, please promptly report them to the Ministry of Culture, Sports and Tourism for research and resolution.
