Pursuant to the Water Resources Law No. 08/2017/QH14 dated June 19, 2017;

Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of the Director General of the Department of Water Resources;

The Minister of Agriculture and Rural Development issues this Circular on economic and technical norms for water resource forecasting and water usage planning; quality monitoring and forecasting in irrigation works; intrusion monitoring and forecasting.

Article 1. This Circular sets forth economic and technical norms for water resource forecasting and water usage planning; quality monitoring and forecasting in irrigation works; intrusion monitoring and forecasting.

Article 2. This Circular takes effect from December 18, 2019.

Article 3. Heads of units under the Ministry of Agriculture and Rural Development and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.

In the course of implementation, if there are difficulties or obstacles, agencies, organizations, and individuals shall promptly report them to the Ministry of Agriculture and Rural Development for consideration and resolution./.
