2. This Circular does not regulate:
The issuance and organization of the implementation of the periodic reporting system within the scope of state management by the Ministry of Culture, Sports and Tourism shall be carried out in accordance with Decree No. 09/2019/ND-CP dated January 24, 2019 of the Government on the reporting system of administrative agencies (hereinafter referred to as Decree No. 09/2019/ND-CP), laws on culture, sports, and tourism, and the provisions of this Circular.
REGULATIONS ON THE PERIODIC REPORTING SYSTEM WITHIN THE SCOPE OF STATE MANAGEMENT BY THE MINISTRY OF CULTURE, SPORTS AND TOURISM
Article 4. Types of periodic reports
Article 2. Applicability
1. Reports on the activities of agencies and units as set forth in Appendix 1 attached to this Circular.
2. Reports from organizations sent to the Ministry of Culture, Sports and Tourism as set forth in Appendix II attached to this Circular.
Article 5. Content and requirements for reporting
1. Summarize the situation, assess progress, and results of implementing tasks in each field of work in the cultural, sports, and tourism sectors.
Chapter II
2. Assess advantages, difficulties, and obstacles in implementing tasks; identify strengths and weaknesses and analyze causes.
3. Propose plans and tasks for the month, quarter, last six months of the year, and the following year; organize implementation solutions, lessons learned, and recommendations and proposals to competent authorities (if any).
Article 6. Subjects of reporting
1. Agencies and units related to the implementation of the periodic reporting system within the scope of state management by the Ministry of Culture, Sports and Tourism (detailed in Appendix 1 attached to this Circular).
2. Organizations related to the implementation of the periodic reporting system within the scope of state management by the Ministry of Culture, Sports and Tourism (detailed in Appendix II attached to this Circular).

2. Evaluate advantages, difficulties, and obstacles in implementing tasks; identify strengths, weaknesses, and analyze causes.
3. Propose plans and tasks for monthly, quarterly, and six-month periods ending in the next year; organizational implementation solutions, lessons learned, and recommendations to competent authorities (if any).
Article 6. Subjects Reporting
1. Agencies and units related to the regular reporting system within the scope of management by the Ministry of Culture, Sports and Tourism (detailed in Appendix 1 attached to this Circular).
2. Organizations related to the regular reporting system within the scope of management by the Ministry of Culture, Sports and Tourism (detailed in Appendix II attached to this Circular).
Article 7. Receiving Authority
The receiving authority is the agencies and units under the Ministry of Culture, Sports and Tourism, as specifically provided for in Appendix I and Appendix II attached to this Circular.
Article 8. Form and Method of Submitting Reports
1. Form of submitting reports
Reports must be signed by the authorized person and stamped according to regulations. Based on the actual conditions of the agency or unit, one of the following forms shall be selected to submit the report to the receiving agency or unit:
a) Paper-based report and sending the soft copy (file.doc) via the electronic mail system;
b) Electronic report, presented in the form of data message according to the format prescribed by the competent state agency, created or digitized from paper-based report and sent/received through the National Document Interconnection Trunk and the Reporting Information System of the Ministry of Culture, Sports and Tourism.
2. Method of Sending Reports
Reports shall be submitted to the receiving agency or unit through one of the following methods:
a) Through the National Document Interconnection Trunk;
b) Through the reporting information system of the Ministry of Culture, Sports and Tourism;
c) Through the electronic mail system;
d) Directly;
đ) Through postal service;
e) Through fax.
Article 9. Time for Finalizing Report Data
The time for finalizing report data shall be implemented in accordance with Clauses 1, 2, 3, and 4 of Article 12 of Decree No. 09/2019/ND-CP.
Article 10. Deadline for Submitting Reports
1. Monthly report: Before the 20th day of the month being reported.
2. Quarterly report: Before the 20th day of the last month of the quarter being reported.
3. Semi-annual report: Before June 20th of the year being reported.
4. Annual report: Before December 20th of the year being reported.
Article 11. Frequency of Reporting
1. Monthly report: 01 time/01 month (months: 1, 2, 4, 5, 7, 8, 10, and 11).
2. Quarterly report: 01 time/01 quarter (quarterly report I replaces the March monthly report; quarterly report II replaces the June monthly report; quarterly report III replaces the September monthly report).
3. Semi-annual report: 01 time/year (the semi-annual report replaces the second quarter report and the June monthly report).
4. Annual report: 01 time/year (the annual report replaces the December monthly report and the fourth quarter report).
Article 12. Outline and Statistical Forms of Reports
The outline of various reports and statistical forms (if any) are set out in Appendix I and Appendix II attached to this Circular.
Chapter III
IMPLEMENTATION
Article 13. Effective Date
1. This Circular takes effect from January 15, 2020.
2. Regular reporting systems within the scope of management of the Ministry of Culture, Sports and Tourism issued by the Minister of Culture, Sports and Tourism before the effectiveness of this Circular shall continue to be effective until they are amended, supplemented, replaced, or abolished.
Article 14. Responsibilities of Agencies and Units Under the Ministry of Culture, Sports and Tourism
1. Agencies and units under the Ministry of Culture, Sports and Tourism have the responsibility to monitor and urge agencies and organizations to implement the reporting system; to receive reports and compile reports submitted by agencies and organizations.
2. The Office of the Ministry has the responsibility to take the lead and coordinate with relevant agencies:
a) Announce the list of regular reports as stipulated in legal documents issued by the Ministry of Culture, Sports and Tourism or advise on issuing such documents in accordance with Clause 3 of Article 30 of Decree No. 09/2019/ND-CP;
b) Manage, store, and share information reports in the fields of culture, sports, and tourism within the Ministry's management responsibility;
c) Organize inspections, evaluations, and urging the implementation of this Circular.
2. The Center for Information Technology has the responsibility:
a) Develop, manage, and operate the Reporting Information System of the Ministry of Culture, Sports and Tourism ensuring connectivity with the Government's Reporting Information System;
b) Implement monitoring measures and information security measures.
Article 15. Implementation Organization
1. Departments of Culture, Sports and Tourism, Departments of Culture and Sports, Departments of Tourism of provinces and centrally-administered cities; agencies and units under the Ministry of Culture, Sports and Tourism; Museums, Management Boards of Relics under ministries and equivalent agencies, and related agencies and organizations are responsible for implementing this Circular.
2. During the implementation process, if there are any difficulties, agencies, units, organizations, and individuals are requested to promptly reflect them to the Ministry of Culture, Sports and Tourism for review, amendment, supplementation, and adjustment as appropriate./.

2 The organization representing collective copyright and related rights holders must report to the Ministry of Culture, Sports and Tourism, the Ministry of Home Affairs, the Ministry of Finance, and the supervising agency on matters such as amendments and supplements to the Charter and operational regulations; financial management mechanisms: changes in leadership personnel; participation in international organizations; other external activities; remuneration rates, payment methods, material benefits; long-term and annual plans; operational status, signing of power of attorney contracts, licensing usage contracts: revenue collection, revenue levels, distribution methods, implementation methods for the division of remuneration, material benefits; other related activities.

2 Trade unions representing collective copyright and related rights shall implement a reporting system with the Ministry of Culture, Sports and Tourism, the Ministry of Home Affairs, the Ministry of Finance, and the supervising authority regarding amendments to and supplements of the Charter and operational regulations; financial management mechanisms: changes in leadership personnel; participation in international organizations; other external activities; remuneration rates, payment methods for royalties, fees, and material benefits; long-term and annual programs and plans; operational status, power of attorney contracts, licensing usage contracts; revenue collection activities, revenue levels, distribution methods, ways to distribute royalties, fees, and material benefits; other related activities.
In cases where the Charter is amended or supplemented, a report must be submitted to the competent authority for approval before implementation.
