CIRCULAR
ISSUING REGULATIONS ON UPDATING, EXPLOITING AND MANAGING SPECIALIZED INTERNAL AFFAIRS DATABASES
Pursuant to the Law on Electronic Transactions dated November 29, 2005;
Pursuant to the Law on Information Technology dated June 29, 2006;
||| Pursuant to the Cybersecurity Law dated November 19, 2015;
Pursuant to the Law on Access to Information dated April 6, 2016;
Pursuant to Decree No. 85/2016/NĐ-CP dated July 1, 2016 of the Government on ensuring the security of information systems according to levels;
Pursuant to Decree No. 47/2020/NĐ-CP dated April 9, 2020, issued by the Government, on the management, connection, and sharing of digital data of state agencies;
Pursuant to Decree No. 63/2022/NĐ-CP dated September 12, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
At the proposal of the Director of the Department of Planning and Finance;
The Minister of Home Affairs issues this Circular to promulgate regulations on updating, exploiting and managing specialized internal affairs databases.
Article 1. These regulations are attached to this Circular.
Article 2. This Circular takes effect from OCTOBER 16, 2023.
Article 3. The Heads of the Ministry's Office, the Director of the Department of Planning and Finance, the Heads of relevant units under the Ministry of Home Affairs, the ministries, ministerial-level agencies, central government agencies, provincial People's Committees, centrally governed city People's Committees, and related agencies and units are responsible for implementing this Circular.
Any difficulties encountered during implementation should be reported to the Ministry of Home Affairs for consideration and resolution./.
