CIRCULAR
ISSUING REGULATIONS ON SAFETY ASSESSMENT PROCEDURES FOR CONSTRUCTION PROJECTS DURING EXPLOITATION AND USE
WHEREAS Construction Law dated June 18, 2014; Law Amending and Supplementing Certain Provisions of the Construction Law dated June 17, 2020;
WHEREAS Decree No. 06/2021/NĐ-CP dated January 26, 2021 of the Government detailing certain contents on quality management, construction works, and maintenance of construction projects, which has been amended and supplemented by Decree No. 35/2023/NĐ-CP dated June 20, 2023 of the Government;
WHEREAS Decree No. 175/2024/NĐ-CP dated December 30, 2024 of the Government detailing certain provisions and measures for implementing the Construction Law regarding construction activity management;
WHEREAS Decree No. 52/2022/NĐ-CP dated August 8, 2022 of the Government stipulating functions, tasks, authorities, and organizational structure of the Ministry of Construction;
At the proposal of the Director of the National Construction Quality Supervision Agency;
THE MINISTER OF CONSTRUCTION ISSUES THIS CIRCULAR ON THE SAFETY ASSESSMENT PROCEDURES FOR CONSTRUCTION PROJECTS DURING EXPLOITATION AND USE.
Clause 4 of Article 6ATTACHED TO THIS CIRCULAR ARE THE SAFETY ASSESSMENT PROCEDURES FOR CONSTRUCTION PROJECTS DURING EXPLOITATION AND USE.
Article 2. Effective Date
THIS CIRCULAR SHALL TAKE EFFECT FROM FEBRUARY 19, 2025.
Article 3. Implementation Organization
1. OWNERS, MANAGERS, USERS OF CONSTRUCTION PROJECTS, ORGANIZATIONS FOR SAFETY ASSESSMENT OF CONSTRUCTION PROJECTS, STATE ADMINISTRATIVE AUTHORITIES, AND OTHER ASSOCIATED ORGANIZATIONS AND INDIVIDUALS SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR.
2. IN CASE OF ANY DIFFICULTIES IN IMPLEMENTATION, THE RELEVANT AUTHORITIES, ORGANIZATIONS, AND INDIVIDUALS ARE REQUESTED TO REPORT TO THE MINISTRY OF CONSTRUCTION FOR GUIDANCE AND RESOLUTION./.
