Pursuant to the Government Organization Law on February 18, 2025;

Pursuant to the Electricity Law dated November 30, 2024;

At the proposal of the Minister of Industry and Trade;

The Prime Minister issues this Decision to regulate the structure of retail electricity tariff.

Article 1. Scope of Regulation and Applicability

1. This Decision regulates the structure of retail electricity tariff; pricing mechanisms suitable for different groups of electricity consumers; financial support mechanisms for electricity bills for residential purposes for poor households and social policy beneficiaries; electricity prices in rural, mountainous, border, and island areas not connected to the national power grid as stipulated in point a, Clause 13, Article 5, points b and c, Clause 3, Article 50 of the Electricity Law 2024.

2. This Decision applies to:

a) Vietnam Electricity Corporation;

b) Electricity Total Companies under Vietnam Electricity Corporation;

c) Retail electricity units purchasing electricity from Electricity Total Companies under Vietnam Electricity Corporation;

d) Retail electricity units in rural, mountainous, border, and island areas not connected to the national power grid;

e) Organizations, institutions, and individuals using electricity.

Article 2. Structure of Retail Electricity Tariff

1. The structure of retail electricity tariff is a table listing percentages (%) of the average retail electricity price used to calculate specific retail electricity prices for each group of electricity consumers.

2. The percentage (%) of retail electricity prices for each group of electricity consumers relative to the adjusted average retail electricity price shall be regulated according to the authority's provisions on the mechanism for adjusting the average retail electricity price detailed in the Appendix attached to this Decision.

3. In cases where the consumption structure changes, based on the adjusted average retail electricity price according to authority, the retail electricity price for each group of electricity consumers may be adjusted within ± 2% compared to the percentage specified in the Appendix attached to this Decision.

4. The retail electricity price for each group of electricity consumers shall be determined based on the adjusted average retail electricity price according to authority and the structure of retail electricity tariff prescribed in Clauses 2 and 3 of this Article.

Article 3. Retail Electricity Price

1. The retail electricity price is detailed for each group of electricity consumers, including production, business, administrative, and residential purposes.

2. The retail electricity price according to voltage levels: high voltage is defined as over 35 kV (including voltages above 35 kV up to below 220 kV and 220 kV), medium voltage is defined as over 1 kV to 35 kV, low voltage is defined as up to 1 kV applied to groups of electricity consumers for production, business, and administrative purposes.

3. The retail electricity price according to time-of-use for production and business purposes at various voltage levels shall apply to qualified electricity consumers.

4. The retail electricity price for groups of electricity consumers for residential purposes includes five tiers with increasing rates to encourage efficient and economical electricity usage.

5. The unified national grid-connected electricity price shall apply to electricity consumers in rural, mountainous, border, and island areas not connected to the national power grid. The cost difference of power companies due to applying the unified national electricity price lower than the production and business costs shall be included in the national electricity price for regions sold by Vietnam Electricity Corporation; for regions not sold by Vietnam Electricity Corporation, the cost difference shall be implemented according to the provisions of

Article 4. Electricity Subsidy

1. Households classified as poor according to relevant legal criteria during each period shall be supported with electricity subsidies for living purposes, with the monthly subsidy amount equivalent to the cost of using 30 kWh of electricity at the current retail price for residential electricity tier 1.

3. The funding for electricity subsidies for poor households and social policy households shall be allocated from the state budget and other legitimate financial sources as stipulated by law. The central government budget will support localities in implementing electricity subsidies based on the principle of targeted support from the central government budget to the local government budget to implement social welfare policies decided upon by the competent authority at different periods.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

1. The Ministry of Industry and Trade is responsible for establishing and guiding the implementation of retail electricity prices for various customer groups; electricity prices for retail electricity units. The Minister of Industry and Trade decides in writing on peak, off-peak, and normal hours consistent with the power usage situation of the power system in each phase.

2. The Ministry of Health is responsible for leading and coordinating with the Ministry of Finance, the Ministry of Industry and Trade, and related agencies to develop criteria for social policy households eligible for support as provided for in Clause 2, Article 4 of this Decision.

3. The Ministry of Finance is responsible for allocating the state budget to implement electricity subsidies in accordance with laws on the state budget and related laws.

4. The Ministry of Culture, Sports and Tourism is responsible for guiding the certification of tourist accommodation facilities as the basis for applying retail electricity prices as stipulated in this Decision within thirty days from the date this Decision takes effect.

5. Provincial People's Committees and municipal people's committees directly under the central government are responsible for:

a) Implementing electricity subsidies for poor households and social policy households;

b) Directing related agencies and units to implement electricity subsidy policies for poor households and social policy households as prescribed;

c) Inspecting and auditing the implementation of electricity subsidy policies for poor households and social policy households in their respective areas.

Article 6. Transitional Provisions

Decision No. 28/2014/QĐ-TTg dated April 7, 2014, of the Prime Minister regarding the structure of retail electricity pricing shall continue to be applied from the date this Decision takes effect until the date of the next adjustment of the average retail electricity price.

Article 7. Effective Date

1. This Decision shall take effect from the date of issuance, replacing Decision No. 28/2014/QĐ-TTg dated April 7, 2014, of the Prime Minister regarding the structure of retail electricity pricing and shall be implemented from the date of the next adjustment of the average retail electricity price following the effective date of this Decision.

2. Ministers, heads of ministerial-level agencies, heads of governmental agencies, Chairmen of provincial and municipal people's committees directly under the central government, Vietnam Electricity Corporation, and related agencies, organizations, and individuals shall be responsible for implementing this Decision.
