Issuing the List of Chemicals Not to Be Used and the List of Hazardous Chemicals in Products and Goods Required to Publish Information under the Management of the Ministry of Culture, Sports and Tourism
Pursuant to the Law on Chemicals No. 69/2025/QH15; amended and supplemented by Law No. 116/2025/QH15;
Pursuant to Decree No. 26/2026/NĐ-CP of the Government detailing and guiding the implementation of certain provisions of the Law on Chemicals regarding chemical activities and hazardous chemicals in products and goods;
Pursuant to Decree No. 43/2025/NĐ-CP of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director of the Legal Department;
The Minister of Culture, Sports and Tourism issues this Circular on the List of Chemicals Not to Be Used and the List of Hazardous Chemicals in Products and Goods Required to Publish Information under the Management of the Ministry of Culture, Sports and Tourism.
Article 1. Attached herewith is the List
1. Chemicals not to be used under the management of the Ministry of Culture, Sports and Tourism as specified in Clause 4, Article 15 of the Law on Chemicals in Appendix I.
2. Hazardous chemicals in products and goods required to publish information under the management of the Ministry of Culture, Sports and Tourism as specified in Clause 2, Article 31 of the Law on Chemicals in Appendix II.
Article 2. Effective Date
This Circular takes effect from July 20, 2026.
Article 3. Responsibility for Implementation
1. Heads of agencies and units under the Ministry of Culture, Sports and Tourism, Directors of Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports, and organizations and individuals concerned shall be responsible for implementing this Circular.
2. During the implementation process, if any difficulties arise, agencies, organizations, and individuals shall send their opinions to the Ministry of Culture, Sports and Tourism for consideration of amendment, supplementation, or guidance.
