RESOLUTION

Regarding the coordination and guidance of the children's house system

Educating teenagers and children to become new socialist individuals with comprehensive development is the responsibility of the entire Party and the entire people, among which the Education sector, Culture, Sports, and Youth Union of Ho Chi Minh Communist Youth have direct responsibilities and play important roles.

Along with the educational process within schools is the out-of-school education through collective activities led by the Ho Chi Minh Pioneer Team, in which children's houses are suitable means.

In recent years, children's houses have developed into a system of nearly one hundred youth palaces, provincial, city, district, and county-level children's houses, and thousands of children's clubs at grassroots levels such as wards, communes, factories, farms, forest areas, residential complexes...

The activities of children's houses in recent times have made certain progress, initially meeting some of the needs and demands of children, contributing to creating good results in the work of educating teenagers and children.

However, the number of children's houses is still limited, those provinces that have youth palaces and children's houses have not attracted a large number of teenagers and children, the content and form of activities are still poor, there is a lack of material infrastructure, funding for activities is very limited, organizational and management work is still awkward, and the guidance from various levels of the Youth Union has not been strict enough.

Coordination and guidance work between ministries, sectors, and the Ho Chi Minh Communist Youth Central Committee has not yet been established as a regular and comprehensive plan.

To create new changes in implementing the Party's resolution on educational reform, especially in the field of out-of-school education for children, the Ministry of Education, the Ministry of Culture, the General Department of Sports, and the Central Committee of the Ho Chi Minh Communist Youth will unify their cooperation and strengthen their guidance so that provincial, municipal, district, and county-level children's houses continue to develop, creating conditions to promote the activities of grassroots children's clubs with the following contents:

I. The Ministry of Education, the Ministry of Culture, the General Department of Sports, and the Central Committee of the Ho Chi Minh Communist Youth will unify the content of the regulation on the organization and operation of children's houses proposed by the Central Committee.

 

II. MAIN CONTENTS FOR COORDINATION AND GUIDANCE

1- On guidance:

- The Central Committee of the Ho Chi Minh Communist Youth will plan uniformly the content, direction of education, and specialized activities for children's houses based on the functions of each sector, influencing activities within children's houses.

- Annually, based on the key points of education, they will formulate specific cooperation programs to implement and evaluate the activities of children's houses.

The Central Committee of the Ho Chi Minh Communist Youth will cooperate with the Ministry of Education, the Ministry of Culture, and the General Department of Sports to summarize experiences and organize activities and scientific content and methods of the children's house education system to implement uniformly.

- Each sector will plan to provide professional assistance to children's houses in accordance with their own fields.

2- On training and capacity building for cadres:

The Ministry of Education, the Ministry of Culture, and the General Department of Sports will contribute to the Central Committee of the Ho Chi Minh Communist Youth in building and implementing plans for training management staff and professionals in youth palaces and children's houses.

- Each sector will select cadres with good qualities, who love children and have professional skills to supply to children's houses based on the requirements of the Ho Chi Minh Communist Youth Central Committee.

- Ministries and general departments will cooperate with the Ho Chi Minh Communist Youth Central Committee to organize specialized training courses, study tours, and research internships for cadres working in children's houses both domestically and internationally to quickly form a cadre group with high qualifications.

- Universities under the Ministry of Culture and the General Department of Sports will plan to gradually open classes and departments to train and enhance technical and professional skills for children's house cadres in centralized, part-time, and specialized forms.

- Departments of Education, Culture, and Sports will nominate and mobilize good cadres currently working in their sectors to serve as teaching assistants at children's houses.

3- On coordinated investment in physical infrastructure:

- The Ministry of Education, the Ministry of Culture, and the General Department of Sports will intensify the production of equipment, learning materials, and training tools for children's houses, making children's houses a unit in their own material supply plans and prioritizing investment.

- The Ministry of Culture and the General Department of Sports will guide cultural houses and sports clubs in their sectors to allocate a portion of their budget, time, personnel, locations, and facilities to organize children's clubs, talent classes, and activities to attract children and students in the area, actively contributing to the work of educating teenagers and children.

4- The Ministry of Culture, the Ministry of Education, and the General Department of Sports will assign specialists from their bureaus and departments to assist ministries and general departments in implementing, monitoring, and urging the implementation of this resolution.

Based on the effective implementation of this joint resolution, the Ho Chi Minh Communist Youth Central Committee, the Ministry of Education, the Ministry of Culture, and the General Department of Sports will study and submit to the Council of Ministers for promulgation a regulation and state policies for the children's house system.

The parties involved in this joint resolution will issue specific guidelines for their sectors to effectively implement the contents recorded in the document, holding an annual meeting of leaders from the Ministry of Education, the Ministry of Culture, the General Department of Sports, and the Central Committee to review results and discuss new tasks.
