THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decision No. 940/QĐ-TTg dated July 19, 2012 of the Prime Minister approving the Emergency Action Plan until 2020 to Conserve Elephants in Vietnam;

Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 and Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP dated January 3, 2008;

Considering the proposal of the General Department of Forestry at Proposal No. 1640/TTr-TCLN-BTTN dated November 28, 2012 regarding the establishment of the Steering Committee for the Emergency Action Plan until 2020 to Conserve Elephants in Vietnam,

DECISION:

Article 1. The Steering Committee for the Emergency Action Plan until 2020 to Conserve Elephants in Vietnam (hereinafter referred to as the Steering Committee) shall consist of the following members:

1. Chairman: Mr. Ha Cong Tuan, Deputy Minister of Agriculture and Rural Development.

2. Vice-Chairman: Mr. Vo Dai Hai, Deputy Director-General of the General Department of Forestry.

3. Members:

a) Mr. Dinh Ngoc Minh, Deputy Director of the Department of Agricultural Economy, Ministry of Planning and Investment;

b) Mr. Trinh Nam Tuan, Deputy Director of the Department of Investment, Ministry of Finance;

c) Ms. Hoang Thi Thanh Nhan, Deputy Director of the Biodiversity Conservation Department, Ministry of Natural Resources and Environment;

d) Mr. Dinh Viet Hong, Deputy Chairman of the People's Committee of Nghe An Province;

đ) Mr. Dinh Van Khiet, Deputy Chairman of the People's Committee of Dak Lak Province;

e) Mr. Dang Hong Tang, Deputy Director of the Department of Agriculture and Rural Development of Dong Nai Province;

f) Mr. Nguyen Huu Dung, Director of the Forest Protection Department, General Department of Forestry;

g) Mr. Tran The Lien, Director of the Nature Conservation Department, General Department of Forestry;

h) Mr. Do Quang Tung, Acting Director of the CITES Management Authority of Vietnam, General Department of Forestry;

i) Mr. Nguyen Van Vu, Deputy Director of the Financial Planning Department, General Department of Forestry.

Article 2. The Steering Committee shall assist the Minister in directing, managing, and implementing the contents of the overall elephant conservation program according to Decision No. 940/QĐ-TTg dated July 19, 2012 of the Prime Minister approving the Emergency Action Plan until 2020 to Conserve Elephants in Vietnam.

Appraising, implementing, monitoring, and evaluating elephant conservation projects in the provinces of Dak Lak, Dong Nai, and Nghe An; allocating and adjusting annual plans to suit actual conditions and local financial needs; Reporting on implementation results to the Minister and the Prime Minister in accordance with regulations.

Article 3. Specific tasks of the Steering Committee members shall be assigned by the Chairman; administrative support for the Steering Committee shall be provided by the General Department of Forestry (Nature Conservation Department).

Article 4. This Decision takes effect from the date of signature. The Steering Committee operates on a part-time basis and will automatically dissolve upon completion of its tasks.

Article 5. The Head of the Ministry’s Office, the Director-General of the General Department of Forestry, members named in Article 1; Heads of relevant agencies and units are responsible for implementing this Decision./.
