Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on the conclusions of the Politburo in the notification number 85/TB/TW dated October 30, 2002 of the Central Committee of the Communist Party of Vietnam on the direction, tasks, and solutions for economic and social development in the Mekong Delta region during the period from 2001 to 2010;
Considering the proposal of the Ministry of Transport at the report number 6122/TTr-BGTVT dated October 3, 2005,
DECISION:
Article 1. Approves the Sustainable Transportation Development Plan for Phú Quốc Island, Kiên Giang Province for the period up to 2010 and orientation to 2020 with the main contents as follows:
1. Planning objectives:
To develop sustainable transportation on Phú Quốc Island including roads, seaports, and airports to enhance the ability of exchange between Phú Quốc Island and the mainland, islands in the southwestern sea area, and neighboring countries to serve the goal of building Phú Quốc Island into a high-quality ecotourism center while ensuring national security and defense.
2. Planning tasks:
To plan the development of the automobile road system, seaports, and airports to ensure the capacity to handle passengers and goods arriving at Phú Quốc Island during the period up to 2020:
- By air: 2.3 million passengers/year.
- By sea: 0.99 million to 1.03 million passengers/year.
- Cargo throughput through seaports: 1.075 million tons/year.
3. Orientation for planning development until 2020:
a) Automobile roads:
- Requirement: Ensure smooth traffic between residential areas, economic zones, tourist areas, and resort areas with a high-quality road system that is not large but ensures speed and clean scenery along both sides of the road.
- Specifically:
+ The main north-south road on the island: From An Thới - Dương Đông - Suối Cái - Bãi Thơm, total length 49km, including:
. Section An Thới - Suối Cái, length 38km, right-of-way width 47m, roadbed width 26m, and median strip.
. Section Suối Cái - Bãi Thơm, length 11km, right-of-way width 30m, roadbed width 16.5m.
+ The circumferential road around the island, total length 132km, scale of each section as follows:
. An Thới - Cửa Lấp, four-lane road, right-of-way width 42m, roadbed width 26m, and median strip.
. Cửa Lấp - Dương Đông - Cửa Cạn, two-lane road, roadbed width 12m.
. Remaining sections, two-lane road, roadbed width 7.5m.
+ Branch roads include 17 sections totaling 87.1km, including: upgrading 11 existing sections totaling 61.1km, constructing six new sections totaling 26km with the following scales:
. Section near the south of Dương Tơ Airport, four-lane road, roadbed width 26m, and median strip.
. Section connecting Cửa Lấp to the north-south axis, Suối Tranh - Hàm Ninh section, two-lane road, roadbed width 12m.
. Remaining sections, two-lane road, roadbed width 7.5m.
Sections passing through tourist and resort areas must have sufficient distance between the road and the coastline to serve tourism purposes.
Sections passing through primary forests must minimize impact on the environment, with green belts along both sides of the road according to the planning of the Ministry of Construction.
+ Public transportation system: Construct bus routes, bus stations, and parking lots.
b) Seaports:
Ensure the reception of all passengers and cargo listed in Clause 2 of Article 1 of this Decision, specifically planning port areas as follows:
- At An Thới Bay: Plan one pier capable of berthing ships with a deadweight tonnage up to 3,000 DWT, construct two mooring buoys capable of berthing ships carrying up to 2,000 passengers or ships with a deadweight tonnage up to 30,000 DWT.
- At Đầm Bay: Plan one mooring buoy capable of berthing ships carrying up to 2,000 passengers; plan domestic passenger port in the northern part of the bay including eight piers for domestic passenger ships; plan cargo port in the southern part of the bay for ships with a deadweight tonnage from 1,000 to 3,000 DWT; plan storm shelter for fishing boats in the inner part of the bay.
- At Dương Đông: Plan one mooring buoy capable of berthing ships carrying up to 2,000 passengers, one coastal passenger ship berth, construct breakwater and improve the channel at the mouth of the Dương Đông River.
- At Mũi Đất Đỏ: Plan passenger port capable of berthing ships carrying up to 2,000 passengers.
- Tourist boat piers: Plan piers for berthing tourist boats and yachts at locations organized for tourism, sightseeing, and residential areas.
c) Airports:
- Maintain Dương Đông Airport for operation, receiving aircraft types ATR72, FOKKER70, ensuring a capacity of 300,000 passengers/year.
- Construct new Dương Tơ Airport ensuring a capacity from 2 to 2.5 million passengers/year.
4. Planning for the period up to 2010:
a) Automobile roads:
- Main north-south road, 49km long, constructed according to the plan, asphalt concrete surface.
- Circumferential road, constructed from An Thới - Cửa Lấp - Dương Đông - Cửa Cạn - Gành Dầu - Bãi Thơm - Hàm Ninh, total length 110km, asphalt concrete surface.
- Branch roads: Upgrade 11 existing roads totaling 61km, asphalt concrete surface, construct new Dương Đông Bridge, complete static traffic works.
b) Seaports:
- At An Thới: Construct An Thới Port including one wharf capable of berthing ships with a deadweight tonnage up to 3,000 DWT and one mooring buoy capable of berthing passenger ships carrying up to 2,000 passengers or cargo ships with a deadweight tonnage up to 30,000 DWT.
- At Đầm Bay: Construct one mooring buoy for passenger ships carrying up to 2,000 passengers, one bridge and two piers capable of berthing four coastal passenger ships or high-speed vessels, cruise boats.
- At Dương Đông: Construct port including one mooring buoy capable of berthing passenger ships carrying up to 2,000 passengers, one berth for domestic passenger ships; invest in constructing breakwater and improving the Dương Đông channel.
- At Mũi Đất Đỏ: Study construction of passenger port capable of berthing ships carrying up to 2,000 passengers. - Construct small tourist boat berths.
c) Airports: Construct Dương Tơ Airport and put it into operation after 2010.
5. Investment capital:
- Infrastructure projects: main roads, Suối Cái - Gành Dầu road, circumferential road, seaports funded by central budget; localities are responsible for contributing 50% of the cost for land clearance.
- Arrange appropriate sources of funding for investment in Dương Tơ Airport.
- Branch roads and other projects use land-for-project, build-transfer-operate (BT), build-operate-transfer (BOT), and other sources of funding.
Article 2. Management and organization of implementation of the plan:
- Direct the People's Committee of Kiên Giang Province to organize the publication and management of the planning.
- Main infrastructure projects such as airports, seaports, main roads, Suoi Cai - Ganh Dau road, and the island loop road shall be managed by the Ministry of Transport.
- Projects within urban areas serving tourism and civilian purposes shall be managed by local authorities.
Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. The Minister of Transport, the Chairman of the People's Committee of Kiên Giang Province, and the Ministers, Heads of ministerial-level agencies, and Heads of government agencies concerned shall be responsible for implementing this Decision.
