Children under five years old (must be under five years old) or if born abroad, only one child can be provided with the uniform standard within the country, equivalent to one-fourth of the uniform standard for male civil servants (not holding diplomatic positions).
II. Regarding the payment into the state treasury for the spouses of diplomats and children who are allowed to accompany their parents on overseas assignments:
1) Spouses of diplomats who are not current state employees and children who are allowed to accompany their parents on overseas assignments, having been provided living expenses (abroad) and uniforms (within the country) according to the prescribed regulations, must pay the following amounts to the state treasury within the country:

If insufficient, additional payments must be made to make up the difference.
III. General Provisions:
1) The basis for calculating the cost of uniforms for both men and women is the list of uniforms specified for male and female civil servants, calculated in monetary terms based on the market price at the time of purchase from state-owned trading companies designated to sell to civil servants on overseas assignments.
2) The uniform standards issued to civil servants on long-term assignments abroad are set for a period of three years (36 full months).
3) In cases of lawful overstay: if there is a decision to stay beyond the term for a specific month, that month will be calculated retroactively using the clothing standard price at the time of the decision to extend the stay for settlement purposes.
If the overstay abroad is due to the fault of the civil servant, the overstay period will not be settled.
4. In cases where civil servants return before the term or have received the clothing allowance but do not go on overseas assignments anymore, they must return the uniforms to the state. If they cannot return the uniforms physically, they must settle the amount in cash to the state treasury based on the market price at the time of repayment.
Calculation method: take the total uniform cost according to the standard, divide it by 36 months, then multiply by the number of months the civil servant overstayed abroad or returned early to settle the amount.
5) This Circular takes effect from the date of signature, all previous provisions contrary to this regulation are abolished.
Cases temporarily provided before the issuance of this Circular are not subject to retroactive claims or repayments.
During implementation, any difficulties or obstacles should be reported to the Ministry of Finance and the Ministry of Foreign Affairs for study and resolution./.
