CIRCULAR
REGULATIONS ON TESTING KNOWLEDGE OF ROAD TRAFFIC ORDER AND SAFETY LAWS TO RESTORE POINTS ON DRIVING LICENSES
Circular No. 65/2024/TT-BCA dated November 12, 2024, issued by the Minister of Public Security, regarding testing knowledge of road traffic order and safety laws to restore points on driving licenses, shall take effect from January 1, 2025, and has been amended and supplemented by:
Circular No. 13/2025/TT-BCA dated February 28, 2025, issued by the Minister of Public Security, amending and supplementing certain provisions of circulars governing road traffic order and safety laws for roads, railways, and inland waterways, shall take effect from March 1, 2025.
BASED ON THE ROAD TRAFFIC ORDER AND SAFETY LAW dated June 27, 2024;
Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
At the proposal of the Director of the Traffic Police Corps;
The Minister of Public Security issues this Circular regulating knowledge testing of traffic laws for road safety to be eligible for restoring points on driving licenses.[1]
Chapter I. GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular regulates knowledge testing of traffic laws for road safety for individuals whose driving licenses have been deducted all points to be eligible for restoring points on driving licenses.
Article 2. Applicability
1. Police officers and non-commissioned officers of the People's Public Security (hereinafter referred to collectively as officers) shall carry out the task of testing knowledge of traffic laws for road safety.
2. Public security units and localities.
3. Individuals whose driving licenses have been deducted all points.
4. Agencies, organizations, and individuals related to the testing of knowledge of traffic laws for road safety.
Chapter II. SPECIFIC PROVISIONS
Article 3. Persons eligible to participate in knowledge testing of traffic laws for road safety
Persons eligible to participate in knowledge testing of traffic laws for road safety are those whose driving licenses have been deducted all points.
Article 4. Authorities with the power to test knowledge of traffic laws for road safety
Authorities with the power to test knowledge of traffic laws for road safety include:
1. Traffic Police Corps.
2. Provincial and centrally-administered city Traffic Police Departments.
Article 5. Ensuring conditions for organizing knowledge testing of traffic laws for road safety
1. Ensuring material and equipment under the authority of the testing agency:
a) There must be a room for testing knowledge of road traffic order and safety laws equipped with computers and printers for officers conducting the tests and necessary facilities and equipment directly serving the testing process; the computers for candidates to use must be connected to the Ministry of Public Security's WAN network to the server located at the Traffic Police Corps.
The server must have installed software for testing knowledge of road traffic order and safety laws approved by the Ministry of Public Security, which connects to the computers at the test sites and must ensure security and data safety of the computers used for testing and storing connection logs and data modifications.
b) There must be a surveillance camera system covering the entire image of the testing room, with devices for storing camera image data. The surveillance camera system must ensure confidentiality and prevent unauthorized access from outside.
c) In cases where the computers at the testing site do not yet have a WAN network connection as stipulated in point a, Clause 1 of this Article, the competent authority conducting the test must use devices capable of securely storing information to store the information of candidates for the purpose of organizing the test.
2. Officers assigned the task of testing knowledge of road traffic order and safety laws must hold a motorcycle driving license category A and a car driving license, organized and trained by the Traffic Police Corps and issued an Examiner card.
Article 6. Content, method, time, structure of the test paper, and satisfactory results
1.[2] The content of the test includes:
a) A theoretical knowledge test of road traffic order and safety laws conducted according to the theoretical question set used for licensing and issuing motor vehicle driving licenses established and issued by the Traffic Police Corps (hereinafter referred to as the theoretical knowledge test).
b) A knowledge test of road traffic order and safety laws through simulated traffic situations on a computer approved and issued by the Ministry of Public Security (hereinafter referred to as the simulated knowledge test).
2. Testing methods:
a) For the theoretical knowledge test, candidates perform a multiple-choice test on a computer using the software for testing knowledge of road traffic order and safety laws.
b) For the simulated knowledge test,candidates handle traffic situations through simulations on a computer.
3. Time, structure of the test paper, and satisfactory results for theoretical knowledge testing:
a) Candidates holding a driving license category A1 complete the test within 19 minutes. The test structure consists of 25 multiple-choice questions, each question worth 01 point, including 01 question that is considered a failing point. A score of 21/25 points or higher is required to pass. If the score is 21/25 points or higher but the candidate answers incorrectly the question considered a failing point, they will not pass.
b) Candidates holding a driving license category A or B1 complete the test within 19 minutes. The test structure consists of 25 multiple-choice questions, each question worth 01 point, including 01 question that is considered a failing point. A score of 23/25 points or higher is required to pass. If the score is 23/25 points or higher but the candidate answers incorrectly the question considered a failing point, they will not pass.
c) Candidates holding a driving license category B complete the test within 20 minutes. The test structure consists of 30 multiple-choice questions, each question worth 01 point, including 01 question that is considered a failing point. A score of 27/30 points or higher is required to pass. If the score is 27/30 points or higher but the candidate answers incorrectly the question considered a failing point, they will not pass.
d) Candidates holding a driving license category C1 complete the test within 22 minutes. The test structure consists of 35 multiple-choice questions, each question worth 01 point, including 01 question that is considered a failing point. A score of 32/35 points or higher is required to pass. If the score is 32/35 points or higher but the candidate answers incorrectly the question considered a failing point, they will not pass.
đ) Candidates holding a driving license category C complete the test within 24 minutes. The test structure consists of 40 multiple-choice questions, each question worth 01 point, including 01 question that is considered a failing point. A score of 36/40 points or higher is required to pass. If the score is 36/40 points or higher but the candidate answers incorrectly the question considered a failing point, they will not pass.
e) Candidates holding a driving license category D1, D2, D, BE, C1E, CE, D1E, D2E, or DE complete the test within 26 minutes. The test structure consists of 45 multiple-choice questions, each question worth 01 point, including 01 question that is considered a failing point. A score of 41/45 points or higher is required to pass. If the score is 41/45 points or higher but the candidate answers incorrectly the question considered a failing point, they will not pass.
4. Time, structure of the examination, and results meeting the requirements for the theoretical knowledge test on traffic laws through simulation:
The testing time does not exceed 10 minutes. The test is designed with 10 simulated traffic situation questions, each question representing a potential traffic safety risk scenario, each question having a maximum score of 05 points and a minimum score of 0 points. The score achieved by the candidate corresponds to the time of recognizing and identifying the potential traffic safety risk scenario through interaction with the computer running the simulation software. A score of 35/50 points or higher is required to pass.
5. Test results meeting the requirements are restored to the driving license points:
a) In the case where the holder of a motorcycle driving license has all points deducted: the driving license points will be restored when the theoretical knowledge test on legal regulations meets the requirements specified in point a and point b, Clause 3, Article this.
b) In the case where the holder of a car driving license has all points deducted: the driving license points will be restored when the test results meet the requirements for both two contents, which are the theoretical knowledge test on legal regulations and the practical knowledge test on legal regulations as prescribed in points c, d, đ, e, Clause 3 and Clause 4, Article this.
A person whose theoretical knowledge test on legal regulations does not meet the requirements shall not be allowed to take the practical knowledge test on legal regulations..
A person whose theoretical knowledge test on legal regulations meets the requirements but whose practical knowledge test on legal regulationsdoes not meet the requirements shall have their theoretical knowledge test result on legal regulations preserved for a period of 01 year from the date of the test with satisfactory results. shall be entitled to retain the results of the theoretical knowledge of law examination for a period of 01 year, starting from the date of passing the examination.
Individuals who fail the examination may re-register for the examination after 07 working days from the end of the previous examination.
Article 7. Registration and organization of the traffic law knowledge examination regarding road traffic order and safety:
1. Examination registration dossier:
a) Application form for the traffic law knowledge examination regarding road traffic order and safety according to Model No. 01 attached as an appendix to this Circular;
b) Health certificate of the driver issued by a competent medical facility still valid for use.
2. Time of organization and submission of the examination registration dossier:
a) The examination time is publicly announced by the competent authority organizing the examination on the electronic portal under its management jurisdiction;
b) The application registration dossier for the examination submitted to the competent authority for examination before the day of registration shall be in one of the following forms: online at the National Public Service Portal, the Ministry of Public Security Public Service Portal, through the National Identity Application; through postal service; directly., through the Ministry of Public Security’s Public Service Portal, via the National Identity Application; through postal services; in person.
In the case of submitting the dossier online, the applicant for the examination must fully declare information, attach the dossier as stipulated in Clause 1 of this Article and register the examination date, select the competent authority for examination.
In case of direct submission, the receiving agency assigns an officer to check the dossier, writes a receipt clearly stating the examination time and location.
3. Applicants can submit the dossier to the competent authority organizing the examination as stipulated in Article 4 of this Circular at their place of permanent residence, temporary residence, or current place of residence.
A person whose examination results do not meet the requirements may re-register for the examination at the competent authority that organized the previous examination or choose another competent authority for examination to request a re-examination. In the case of requesting a re-examination, if the health certificate is still valid, the applicant for the examination only needs to submit a request for re-examination.
4. Notification of the examination organization time:
a) At least 02 working days before the examination date after receiving a complete and valid dossier, the competent authority for examination shall notify the person who previously registered for the examination about the time and place of the examination via the email address or phone message recorded in the application form.
b) In the event of changing the time and place of the examination previously notified, the competent authority for examination must notify the person who previously registered for the examination via the email address or phone message recorded in the application form about the new time and place of the examination.
5. The examinee must be present at the time and place notified by the competent authority for examination and use one of the following identification documents: identity card, citizen identity card; driving license; certificate of identity (for Vietnamese origin persons whose nationality has not been determined); residence permit, temporary residence permit (for foreigners) for the competent authority for examination to compare information with the information in the application form.
In the case where the information of the examinee is available in the electronic identity card, the electronic identity verification system through the National Identity Application, such information shall be utilized for comparison with the information of the examinee in the application form.
6. The examinee must log into the software for testing legal knowledge on traffic order and safety and perform the examination content according to the instructions of the examination staff. The examinee must comply with the rules at the examination venue.
When the examinee is a foreigner or a member of a minority ethnic group who cannot read or write Vietnamese, they shall use an interpreter hired by the competent authority for examination. During the examination, the interpreter must accurately and completely translate questions in the software, provide full explanations and guidance on how to conduct the examination so that the examinee can perform it.
7. Upon completion of the examination time, the examinee shall sign the record sheet according to Model 02 Appendix attached to this Circular. In the case where the examinee is a foreigner or a member of a minority ethnic group with an interpreter, both the examinee and the interpreter shall sign or affix their fingerprints at the signature position in the examination record sheet.
The inspection record shall be established in two copies, one copy to be stored at the competent authority conducting the inspection, and one copy to be handed over to the person participating in the inspection.
Article 8. Responsibilities of the competent authority with the power to examine knowledge of traffic laws on road traffic order and safety
1. Ensuring conditions for organizing inspections of knowledge of traffic law on road traffic order and safety as prescribed in Article 5 of this Circular.
2. Publicly posting study materials for reviewing knowledge of traffic law on road traffic order and safety on the electronic portal within its management scope.
3. Assigning staff to receive registration files for inspection and staff to perform the task of inspecting knowledge of traffic law on road traffic order and safety.
4. On a regular basis before the 25th day of each month, the competent authority shall publicly announce on the electronic portal within its management scope the planned date for the examination of the following month so that those who have registered for the examination can choose and register their examination date using Form No. 01 attached to this Circular.
5. Organizing inspections at least twice per week and publicly announcing the inspection dates on the electronic portal within its management scope.
6. Disseminating and guiding the procedures for those participating in the inspection when organizing inspections of knowledge of traffic law on road traffic order and safety.
7. Notify the results of the examination of knowledge of traffic laws on road traffic order and safety of the candidates to the authority of the person having the power to deduct points from driving licenses and the license management authority when they are not yet connected and sharing data.
8. Archive at the competent authority with the power to examine: surveillance camera image data of the examination room for at least two years; registration files for the examination, records of the examination of knowledge of traffic laws on road traffic order and safety in paper form and electronic data on software for at least five years.
Article 9. Budget for Organizing Inspections of Knowledge of Traffic Law on Road Traffic Order and Safety
The budget for organizing the examination of knowledge of traffic laws on road traffic order and safety is allocated from the revenue from fines for administrative violations related to road traffic order and safety and proceeds from auctioning vehicle number plates after payment to the state budget, and managed and used in accordance with the provisions of the law.
Chapter III. IMPLEMENTING PROVISIONS [3]
Article 10. Effective Date
This Circular takes effect from January 1, 2025.
Article 11. Responsibility for Implementation
1. The Director of the Traffic Police Department shall be responsible for:
a) Directing, supervising, and urging the implementation of this Circular;
b) Organizing research on the construction, management, maintenance, and upgrading of the software for inspecting knowledge of traffic law on road traffic order and safety, and reporting to the leadership of the Ministry of Public Security;
c) Organize research, application of science and technology, and management of the work of examining knowledge of traffic laws on road traffic order and safety;
d) Guiding uniformly the internal regulations at the location where inspections of knowledge of traffic law on road traffic order and safety are organized.
2. The Director of the Provincial Police Department under the direct jurisdiction of the central government shall be responsible for:
a) Report regularly every six months, annually, or at any time to the Ministry of Public Security (through the Traffic Police Department) on the results of the examination of knowledge of traffic laws on road traffic order and safety within their jurisdiction;
b) Organizing mobile inspections of knowledge of traffic law on road traffic order and safety when ensuring the conditions for organizing inspections as prescribed in Article 5 of this Circular.
3. Heads of units under the Ministry's agencies, Directors of Provincial Police Departments under the direct jurisdiction of the central government, and relevant organizations and individuals shall be responsible for implementing this Circular.
During the implementation of this Circular, if there are difficulties or obstacles, public security units, localities, organizations, and individuals concerned shall report to the Ministry of Public Security (through the Traffic Police Department) for timely guidance./.

[2] This clause was amended according to Article 6 of Circular No. 13/2025/TT-BCA dated February 28, 2025 issued by the Minister of Public Security amending and supplementing certain articles of circulars regulating road traffic order and safety, railway traffic, and inland waterway traffic, which takes effect from March 1, 2025.
[3] Article 14 of Circular No. 13/2025/TT-BCA dated February 28, 2025, issued by the Minister of Public Security to amend and supplement certain articles of circulars governing road traffic order and safety, railway traffic order and safety, and inland waterway traffic order and safety, shall take effect from March 1, 2025, and is stipulated as follows:
“Article 14. Implementation clause
1. This Circular takes effect from March 1, 2025.
2. The Director of the Traffic Police Corps shall be responsible for monitoring, guiding, inspecting, and urging the implementation of this Circular.
3. Heads of units under the Ministry, Directors of Public Security Departments of provinces and centrally-administered cities, organizations, and individuals concerned shall be responsible for implementing this Circular.
