Pursuant to the Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Directive No. 09/1998/CT-TTg dated February 18, 1998 of the Prime Minister on urgent measures for rat extermination to protect crops.

Based on Circular No. 05/1998/TT/BNN-BVTV dated May 6, 1998 of the Ministry of Agriculture and Rural Development guiding the implementation of Directive No. 09/1998/CT-TTg dated February 18, 1998 of the Prime Minister.

At the proposal of the Director of the Forest Protection Department.

Article 1. The attached Decision hereby promulgates the "List of Certain Wild Animal Species that are Natural Predators of Rats."

Article 2. Strictly prohibit the exploitation from nature of wild animal species listed in this catalog; all violations will be handled according to current laws.

Specifically, for the two species of land python (Python reticulatus) and flower python (Python molurus), and the common cobra (Naja naja), which are wild animals that can be bred, propagated, and reproduced legally in breeding farms, they are permitted to be traded and used alive and their products. Trading live animals and products of wild animals raised in captivity must be confirmed by the breeding farm and certified by the provincial Forest Protection Agency regarding the origin and reproduction of each specific consignment according to current laws.

Article 3. This Decision shall take effect fifteen days from the date of issuance.

Article 4. The Heads of the Office, Heads of Departments, Bureaus, Institutes under the Ministry, Directors of Provincial Departments of Agriculture and Rural Development, Chiefs of Provincial Forest Protection Sub-departments, and relevant individuals and organizations are responsible for implementing this Decision.
