Approving the Project to Support the Development of District Health Centers for Preventive Medicine for the 2007-2010 Period

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 171/2004/NĐ-CP dated September 29, 2004 of the Government on the organization of specialized agencies under provincial People's Committees and municipal People's Committees directly under the Central Government;

Pursuant to Decision No. 255/2006/QĐ-TTg dated November 9, 2006 of the Prime Minister approving the national strategy for preventive medicine in Vietnam until 2010 and with a vision until 2020;

Considering the proposal of the Minister of Health,

DECISION:

Article 1. Approving the Project to Support the Development of District Health Centers for Preventive Medicine at the district level (hereinafter referred to as District Health Centers for Preventive Medicine) for the 2007-2010 period with the main contents as follows:

1. Objectives:

a) Improving organizational structure, building physical infrastructure, investing in equipment, developing the network of District Health Centers for Preventive Medicine, enhancing the professional capacity and technical skills of staff working in preventive medicine at the district level;

b) Prioritizing synchronized investment for District Health Centers for Preventive Medicine in districts located in areas with special difficulties in economic and social development and newly established districts.

2. Targets to be achieved by 2010:

a) Building District Health Centers for Preventive Medicine that are suitable with actual capabilities and professional requirements of localities; according to the standard design model of District Health Centers for Preventive Medicine specified by the Ministry of Health;

b) Ensuring physical infrastructure and health personnel for District Health Centers for Preventive Medicine to have the necessary conditions to perform and complete assigned tasks;

c) Over 15% of staff at District Health Centers for Preventive Medicine having university or postgraduate degrees;

d) Over 80% of staff at District Health Centers for Preventive Medicine being trained and instructed in the field of preventive medicine.

3. Sources of Investment:

a) Local budget prioritizing allocation of funds to implement specific tasks of the Project to consolidate and develop District Health Centers for Preventive Medicine;

b) Central budget providing targeted support according to the State Budget Law when the cost of implementing the Project exceeds the local budget's balancing capacity to invest in physical infrastructure and essential equipment as approved by the competent authority;

c) Integrated funding from related programs and projects implemented in the locality.

d) Other lawful sources of funds.

Article 2. Implementation

1. The Ministry of Health shall have the following responsibilities:

a) Cooperating with the Ministry of Planning and Investment and the Ministry of Finance to develop plans for allocating central budget funds for targeted support to localities implementing the Project, and reporting;

b) Guiding and urging localities to implement the Project in accordance with the schedule and current regulations;

c) Organizing inspections and evaluations of the Project's implementation results, compiling, and reporting;

2. The Ministry of Planning and Investment shall have the following responsibilities:

a) Taking the lead and cooperating with the Ministry of Finance and the Ministry of Health to balance and allocate additional targeted funds annually from the central budget for localities to implement;

b) Guiding provincial People's Committees and municipal People's Committees directly under the Central Government to prioritize allocation of local funds to ensure the implementation of the Project;

c) Cooperating with the Ministry of Finance to guide financial mechanisms so that localities can ensure sources of funding allocated by localities to implement the Project.

3. The Ministry of Finance shall have the following responsibilities:

a) Cooperating with the Ministry of Planning and Investment to allocate and ensure sources of additional targeted funds according to the plan and progress of the Project implementation each year;

b) Taking the lead and cooperating with the Ministry of Planning and Investment to guide financial mechanisms so that localities can proactively balance and ensure local funding for the Project implementation.

4. Provincial People's Committees and municipal People's Committees directly under the Central Government shall have the following responsibilities:

a) Being fully responsible for planning, directing, and organizing the implementation of the Project in their localities in accordance with the schedule, objectives, and targets stipulated in Article 1 of this Decision;

b) Directing the Department of Health to cooperate with relevant departments based on the approved local preventive healthcare network development plan to build investment projects for constructing District Health Centers for Preventive Medicine in accordance with investment construction regulations and current relevant regulations;

c) Being fully responsible for reviewing and approving investment projects; directing the effective use of physical infrastructure and equipment to avoid waste and loss;

d) Allocating sufficient funds from the local budget to implement the Project in accordance with the guidance of the Ministry of Finance and the Ministry of Planning and Investment; allocating sufficient recurrent expenditure funds to operate, maintain, and sustain physical infrastructure, machinery, and equipment invested; sending staff for training and upgrading professional capacity and skills in using equipment;

đ) Directing functional agencies of the locality to strictly monitor and inspect to ensure the implementation of projects in accordance with regulations;

e) Regularly reporting the results of Project implementation to the Ministry of Health for compilation and reporting.

Article 3. This Decision shall take effect from the date of signing.

Article 4. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
