Pursuant to the Forest Protection and Development Law dated December 3, 2004;
Based on the Land Law dated November 26, 2003;
On the basis of Decree No. 23/2006/NĐ-CP dated March 3, 2006 of the Government on the implementation of the Forest Protection and Development Law;
Considering the proposal of the Ministry of Agriculture and Rural Development (report No. 2685/TTr-BNN-LN dated October 17, 2006), and the opinion of the Ministry of Natural Resources and Environment (document No. 4463/BTNMT-ĐKTKĐĐ dated October 11, 2006).

Article 1. Entrust the Ministry of Agriculture and Rural Development to coordinate with the People's Committee of Ha Tinh Province to review and approve the results of the review of the planning of three types of forests in Ha Tinh Province in accordance with Article 18 of the Forest Protection and Development Law 2004.
Article 2. Reclaim 2,176 hectares of forest land belonging to Vu Quang National Park, change the purpose of using the forest and forest land within this area for other purposes (non-forestry).
Article 3. Reclaim 3,862 hectares of special-use forest land belonging to Ke Go Nature Reserve, change the purpose of using the forest on this area for production forest planning.
Article 4. Change the purpose of using 85,952 hectares of forest land that is protective forest (including 58,067 hectares of land with forest and 27,885 hectares of forest land without forest) to production forest planning and economic and social development planning of the province (of which, change the purpose of using 1,000.5 hectares of forest land that is protective forest outside forestry purposes for provincial economic and social development planning).
Article 5. Entrust the Chairman of the People's Committee of Ha Tinh Province to approve and decide on land reclamation and allocation according to authority, to implement local economic and social development programs and projects in accordance with the Land Law 2003 and the Forest Protection and Development Law 2004.
Article 6. This Decision shall take effect from the date of signing.
The Ministers of the Ministries of Agriculture and Rural Development, Planning and Investment, Finance, Natural Resources and Environment, Industry, the Director-General of the Vietnam National Administration of Tourism, heads of relevant agencies, and the Chairman of the People's Committee of Ha Tinh Province are responsible for implementing this Decision./.
