REGARDING REPORTING ON THE IMPLEMENTATION OF EQUIPMENT AND USE OF MOTOR VEHICLES, CONSTRUCTION OF OFFICE BUILDINGS
MOTOR VEHICLES, CONSTRUCTION MACHINERY, BUILDING HEADQUARTERS AND OFFICE SPACES
Respected: - Ministries, ministerial-level agencies, government agencies,
- Central agencies of social-political organizations,
- People's Committees of provinces and centrally governed cities
Implementing Directive No. 29/2001/CT-TTg dated November 30, 2001 of the Prime Minister on vigorously practicing thrift and combating waste, the Ministry of Finance requests ministries, ministerial-level agencies, government agencies, central agencies of mass organizations, and People's Committees of provinces and centrally-administered cities to review again the procurement, construction, and allocation for use of state assets of all subordinate administrative and service units; at the same time handle cases of procurement and allocation for use of assets that do not comply with state regulations and report the results to the Ministry of Finance according to the following contents:
1- Situation of procurement, construction, and allocation for use of public assets:
a) Implementation of usage systems, standards, and norms for cars for officials who are picked up from their residences to their workplaces daily and for general work purposes, as well as standards and norms for office buildings and state-provided telephone equipment.
b) Results of car purchases, renovations, and new office building constructions in 2001 (including specific numbers of cars purchased exceeding the quantity or price limits set by regulations).
c) Results of transferring, liquidating cars, office buildings, and other valuable assets in 2001.
d) Number of two-wheeled motorbikes owned as of December 31, 2001, and management regulations regarding the purchase and use of these motorbikes (if applicable).
c) Existing issues in managing public assets.
(Specific data reported for some assets summarized in Appendix Tables 1 and 2 attached).
2- Results of handling cases of procurement and management of use of cars, telephones, and construction of office buildings that do not comply with state regulations.
3- Measures to implement thrift practices according to the Prime Minister's Directive in the near future by ministries, sectors, and localities.
We request ministries, ministerial-level agencies, government agencies, central agencies of mass organizations, and People's Committees of provinces and centrally-administered cities to promptly implement and submit reports on the results to the Ministry of Finance (State Asset Management Department) before February 28, 2002, for consolidation and reporting to the Prime Minister.
