DIRECTIVE

REGARDING THE IMPLEMENTATION OF RETIREMENT REGIMES FOR OFFICIALS AND CIVIL SERVANTS

IMPLEMENTING Directive No. 668/TTg dated November 11, 1994 of the Prime Minister on the implementation of retirement regimes for officials and civil servants, many units have done well in addressing policies for retiring officials, bringing the resolution of retirement issues into a regular and stable pattern. However, some units have not implemented strictly, failing to promptly resolve regimes for certain officials who have exceeded their retirement age, whose health has declined, and whose work capacity has been limited, thus negatively impacting unit operations and complicating staff arrangements.

To effectively implement state policies and the Prime Minister's Directive on resolving regimes for officials and civil servants throughout the sector, the Minister of Agriculture and Rural Development requests that heads of units implement the following:

1. Notify all officials and civil servants under the Ministry’s management three months prior to reaching retirement age (men at 60 years old - women at 55 years old).

2. Units shall prepare and report the list of officials reaching retirement age for the following year at the beginning of the fourth quarter annually, and simultaneously notify each individual, organizing meetings six months in advance to address policy regimes and prepare appropriate work arrangements for officials approaching retirement. (Meetings shall be conducted according to Regulation No. 516/NN/TCCB/QD dated April 29, 1996 of the Ministry).

3. Based on the cadre planning and actual situation of the unit, develop plans to prepare replacements for officials reaching retirement age to ensure continuous operations.

4. For certain officials engaged in scientific work, specialized work, and leadership roles under the Ministry’s management, if there is a need for continued work due to job requirements, and the official is healthy and willing to continue working, the unit must submit a written report to the Ministry. The Cadre Organization Department will compile and present to the Party Cadre Affairs Board. Officials can only continue working upon approval from the Party Cadre Affairs Board. In other cases where units request continued employment but the Party Cadre Affairs Board does not provide an opinion, strict notification from the Ministry must be followed.

Heads of units and Directors of the Cadre Organization Department are responsible for guiding, inspecting, and urging units to strictly comply with this Directive./.
