Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law on June 14, 2005;
Pursuant to Decision No. 20/2006/QĐ-TTg dated January 20, 2006 of the Prime Minister on the development of education, training, and vocational training in the Mekong Delta region until 2010;
Considering the proposal of the Minister of Education and Training at Circular No. 3681/TTr-BGD&ĐT dated May 9, 2006 regarding the establishment of Tra Vinh University.

Article 1. Establish Tra Vinh University based on Tra Vinh Community College.
Article 2. Tra Vinh University is a higher education institution under the People's Committee of Tra Vinh Province; the university has legal personality, its own seal, and separate accounts. The headquarters of the university is located in Tra Vinh Province.
Article 3. Tra Vinh University operates according to the Charter of Universities issued by the Prime Minister.
Article 4. This Decision takes effect fifteen days after its publication in the Official Gazette.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial and centrally-administered city People's Committees, and Rector of Tra Vinh University are responsible for implementing this Decision./.
