MINISTRY OF SCIENCE AND TECHNOLOGY
(Issued together with Decision No. 1415/QD-BKHCN dated June 22, 2012 of the Minister of Science and Technology)
The Action Program of the Ministry of Science and Technology to implement Resolution No. 06/NQ-CP dated March 7, 2012 of the Government is established based on clearly defining the main tasks and solutions that need to be focused on directing and implementing in order to realize the orientation of the Strategy for Socio-Economic Development for the period 2011-2020, the Action Program of the Government for the term 2011-2016, as well as the contents proposed in the Direction, Objectives, and Tasks of Science and Technology (S&T) for the period 2011-2015 and the Strategy for S&T Development for the period 2011-2020. The Action Program of the Ministry of Science and Technology focuses on the following main contents:
I. MAIN TASKS AND SOLUTIONS
1. Improving the legal framework and policies on science and technology (S&T) to fundamentally, comprehensively, and synchronously reform the organization, management mechanism, and operation mechanism of S&T
a) Completing, submitting for approval, and organizing the implementation of the Project on Fundamental, Comprehensive, and Synchronized Reform of the Organization, Management Mechanism, and Operation Mechanism of S&T to bring about fundamental changes in the quality and effectiveness of S&T activities, contributing to accelerating the restructuring of the economy, changing the growth model, enhancing the competitiveness of products and the economy, meeting the requirements of industrialization, modernization, and international integration.
b) Improving the legal framework on S&T to ensure synchronization and consistency between specialized legal systems and other related fields, ensuring the implementation of the Party's and Government's policies on S&T reform during the period up to 2015.
Building the Resolution of the 6th Plenary Session of the Central Committee of the Communist Party of Vietnam (11th tenure) on the development of S&T during the period of industrialization, modernization, and international integration.
Building and submitting to the Government and National Assembly for approval the Law on S&T (revised), the Law amending and supplementing certain articles of the Atomic Energy Law, and the Law amending and supplementing certain articles of the Technology Transfer Law, the Law on the Use of Outer Space.
Participating in research and providing comments during the process of revising the State Budget Law, Corporate Income Tax Law, Land Law, Trade Law, etc.
Developing annual plans for drafting normative legal documents on S&T, focusing on completing documents related to planning and managing national programs and state-level S&T tasks; financial mechanisms for S&T activities; mechanisms and policies for S&T personnel and organizations when implementing the transition to self-management and self-responsibility mechanisms (asset disposal; intellectual property valuation; capital contribution with intellectual property; ...); import technology policy; developing service organizations for S&T and issues serving the development of nuclear power in Vietnam.
d) Organizing the dissemination, implementation, and periodic evaluation of the results of implementing the Strategy for S&T Development of Vietnam for the period 2011-2020 and the Direction, Objectives, and Tasks of S&T for the period 2011-2015.
2. Strengthening the national capacity for S&T
a) Using effectively the investment of 2% of the total state budget expenditure annually for S&T. Gradually reforming the investment methods and financial mechanisms for S&T activities. Unifying with ministries, sectors, and localities the coordination mechanism to invest in key areas for S&T development; researching the implementation of the mechanism of allocating funds to the final product; the commissioning research mechanism and the mechanism of purchasing S&T products; researching proposals for methods of regulating the state budget allocated for S&T annually.
Diversifying sources of investment from society for S&T. Building mechanisms and policies to encourage enterprises to invest in scientific research, innovation, and technological development. Taking advantage of various sources of funding, ODA, FDI, and other sources of funding; promoting international cooperation in S&T according to memorandums of understanding to increase foreign support for S&T activities.
Enhancing the effectiveness of the operations of the National S&T Development Fund. Establishing and putting into operation the National Technology Innovation Fund. Promoting the establishment of a high-tech venture capital fund. Having mechanisms to mobilize social investment for S&T activities; researching mechanisms to ensure the establishment of S&T development funds of enterprises or localities.
b) Restructuring public S&T organizations. Developing a project on the formation of some basic research units in universities; a project on developing a strong system of S&T organizations and excellent centers with modern facilities and high-level research capabilities.
Continuing to invest in building high-tech zones; concentrating resources to develop the Research and Deployment Zone within the High-Tech City of Hoa Lac; establishing and promulgating special preferential mechanisms applicable in the High-Tech City of Hoa Lac. Forming technology incubation centers and S&T business incubators in universities, research institutes, and high-tech zones. Investing comprehensively and improving the efficiency of operations of national key laboratories.
Promote the effectiveness of the activities of the National Science and Technology Development Fund. Establish and put into operation the National Technology Innovation Fund. Promote the establishment of a high-tech venture capital fund. Develop mechanisms to mobilize social investment for science and technology activities; study mechanisms to ensure the establishment of a science and technology development fund for enterprises or a science and technology development fund for localities.
b) Restructure the public science and technology organization system. Draft proposals on the formation of some basic research units within universities; proposals for developing a strong science and technology organization system with outstanding centers equipped with modern facilities and high-level research capabilities.
Continue to invest in building high-tech zones; concentrate resources to develop the Research and Deployment Area within the Hoa Lac High-Tech Park; establish and promulgate special preferential mechanisms applicable at the Hoa Lac High-Tech Park. Form technology incubation centers and science and technology business incubators within universities, research institutes, and high-tech zones. Invest comprehensively to enhance the effectiveness of operations of national key laboratories.
Implement the Program to enhance measurement, testing, application, and technology transfer capabilities at local levels. Invest in building the Southern Science and Technology Information Center (in Ho Chi Minh City) and the National Scientific Information and Technology Trading Center (in Hanoi).
c) Train, develop, and improve scientific and technological human resources. Develop policies for training, attracting, valuing, and rewarding scientific and technological personnel. Implement team-based training programs both domestically and internationally. Establish standards and add senior engineer and chief project engineer positions, as well as senior experts, to the scientific and technological job title system. Study and propose appropriate forms of recognition for outstanding scientists and technologists.
Develop and implement a training and capacity-building program to improve the management level of scientific and technological personnel at all levels; establish a National Academy for Scientific and Technological Management to train managers according to international standards and domestic practices. Implement plans to train scientific and technological personnel in priority fields of science and technology.
Establish and perfect mechanisms for using the High-Level Expert Fund to enhance research quality and promote scientific evaluation and technology valuation, intellectual property valuation.
d) Strengthen the development of the Vietnam Science and Technology Information Network (VISTA), expand the connection of the Vietnam Research and Education Network (VinaREN) to 100% of research institutes, key laboratories, universities, major hospitals, and central information-library centers.
3. Enhance the effectiveness of scientific and technological activities at all levels; accelerate the application of research results, innovation, and technology transfer.
a) Reform methods for constructing, organizing, and managing national-level key scientific and technological programs, as well as research tasks at the ministry and institutional levels; improve research efficiency, increase the proportion of pilot production projects, mobilize business potential to commercialize research products, and quickly apply research results to production and business operations.
Review and integrate tasks under approved scientific and technological programs and projects with the restructuring and reorganization of national-level key scientific and technological programs. Prime Minister-approved scientific and technological programs and projects.
Reform methods for evaluating scientific and technological tasks. Amend regulations on evaluating the implementation results of scientific and technological tasks to ensure objectivity, transparency, and alignment with international standards, focusing on outcomes. Strengthen inspection, supervision, and specialized auditing during the implementation and post-completion of scientific and technological programs, projects, and tasks funded by state budgets.
b) Mobilize resources effectively to implement national product programs, the National Technology Innovation Program, the National High-Tech Development Program, and the Program to support the application and transfer of advanced science and technology for rural and mountainous economic development; strive to create high-value-added national products and high-tech products bearing the Vietnamese brand, competitive in exports and capable of replacing imports.
Develop national and sectoral technology maps. Implement a roadmap to enhance national technological capacity. Support small and medium-sized enterprises in technological innovation. Assist in developing technology import activities, exploitation, search, and advisory services to determine technology needs in businesses.
Establish mechanisms and organize searches to support promising young research groups and strong research teams from universities and research institutes to foster technology incubation, scientific and technological enterprise incubation, commercialization, and transfer of research and development results.
Accelerate the application of science and technology in agriculture and rural industry; effectively implement the Program on applying advanced science and technology in rural and mountainous areas. Organize effective collaboration programs with localities.
Strengthen statistical work, information dissemination, and promotion of science and technology. Compile annual science and technology statistical yearbooks. Organize annual science and technology journalism awards (starting from 2012).
4. Promote autonomous and self-responsible mechanisms; form a system of scientific and technological enterprises; develop the technology market.
Implement the Program to support the development of scientific and technological enterprises and public scientific and technological organizations to operate under autonomous and self-responsible mechanisms. Study and propose additional preferential provisions for scientific and technological organizations in the Land Law and State Asset Management and Utilization Law to ensure autonomy after organizational model changes.
Promote innovation and technology application activities in enterprises. Continue supporting enterprises in investing in technological innovation research and establishing enterprise scientific and technological organizations. Encourage the formation and development of scientific research and technological development organizations within enterprises.
Implement the Program to develop the technology market. Improve the capacity of scientific and technological service organizations nationwide, forming a system of organizations providing services related to intellectual property, standards, measurement, quality, technology transfer, and technology information (consulting, evaluation, valuation, appraisal, inspection, testing, technology trading platforms...).
Form technology trading centers in major economic zones, real and virtual technology trading platforms in localities. Organize Technology and Equipment Markets at different scales. Strengthen technology supply-demand connectivity activities.
Enhance the effectiveness of standardization, measurement, quality control activities, and intellectual property rights activities.
a) Develop the national standard system harmonized with international standards and regional standards. Complete the construction of the national technical regulation system for groups of products that have the potential to cause safety hazards, hygiene issues, and environmental pollution. Strengthen the application of national standards and technical regulations; implement inspection and measurement quality control activities for domestic goods and import-export goods, contributing to promoting exports and reducing trade deficits. Continue to invest in technical infrastructure for measurement and testing activities.
Build a network of organizations to assess conformity with technical regulations and national standards for key products and goods. Establish a network of individuals and organizations engaged professionally in productivity and quality. Organize promotional activities, build movements, and guide enterprises to improve productivity and quality.
Vigorously implement legal provisions in the field of standardization, measurement, and quality control, the Implementation Plan for Technical Barriers to Trade Agreement for the period 2011-2015, and the National Program to Promote Productivity and Quality of Vietnamese Enterprises until 2020.
b) Focus on implementing intellectual property rights enforcement work, exploitation, and development of intellectual property assets. Implement solutions to enhance the capacity and effectiveness of the intellectual property protection and enforcement system nationwide.
Organize the implementation and manage effectively the Intellectual Property Development Support Program until 2015, particularly providing professional and legal support for the protection of trademarks, geographical indications, and product origin of enterprises and localities.
Vigorously carry out training, publicity, support, advisory, guidance, building, protection, and development of intellectual property assets. Promote the exploitation of intellectual property resources, especially inventions serving production.
Maintain and expand bilateral and multilateral international cooperation activities, fully implement international commitments on intellectual property. Proactively participate in international cooperative activities on intellectual property within the framework of the WTO.
6. Proactively integrate internationally in science and technology.
a) Implement the International Integration Project in Science and Technology, strengthen cooperation with developed countries in science and technology, organize joint research activities, train scientific staff and management personnel abroad, host and coordinate international conferences and seminars in Vietnam.
b) Complete the deployment of overseas science and technology representative networks, seek and transfer advanced technologies, study foreign science and technology strategies and policies; mobilize international financial resources for science and technology activities through Memoranda of Understanding, mobilize overseas Vietnamese scientists, foreign organizations, and individuals to participate in science and technology activities in Vietnam; introduce and promote the technological needs of Vietnamese enterprises abroad.
c) Effectively implement the Vietnam-Finland, Denmark, World Bank Innovation Partnership Project (IPP). Manage and use efficiently Japan's ODA funds at Hoa Lac High-Tech Park.
7. Actively prepare technical infrastructure and human resources for nuclear power development; strengthen management of atomic energy and radiation safety.
a) Concentrate efforts to implement the overall planning for the peaceful application of atomic energy strategy until 2020. Focus on preparing material and technical conditions; complete legal frameworks; train high-level technical and management cadres to serve nuclear power development; promote public awareness about nuclear safety and security.
b) Enhance state management activities regarding safety, security, and control of radioactive sources and nuclear materials. Improve the organizational structure of agencies managing atomic energy, safety, and radiation. Complete procedures for negotiating and joining important bilateral and multilateral treaties in this field.
c) Enhance capabilities and intensify activities for research and application of radiation; atomic energy in agriculture, industry, healthcare, etc., to serve economic and social development. Initiate the project to establish a Nuclear Science and Technology Research Center.
8. Continue to implement administrative reform; enhance the capacity and effectiveness of state management; strengthen anti-corruption efforts.
a) Continue to vigorously implement administrative reform; implement the Overall Administrative Reform Program for the period 2011-2020, focusing on reviewing, controlling, and simplifying administrative procedures. Improve the quality and effectiveness of inter-agency coordination among State administrative agencies under the Ministry and Provincial Departments of Science and Technology, and specialized management departments under various Ministries.
b) Improve the organizational structure and staffing of units under the Ministry based on their functions and tasks as stipulated in the Government Decree on the organizational structure, functions, powers of the Ministry of Science and Technology. Continue to build a professional cadre; improve the quality and capability of the cadre, especially those directly involved in policy formulation and leadership cadres; establish a cadre structure linked to job positions; strongly implement career employment systems. Continue to innovate incentive policies for cadres and civil servants.
c) Firmly and comprehensively implement anti-corruption measures; strengthen preventive measures to curb corruption. Strengthen inspection and supervision activities to promptly detect, correct, and handle deficiencies and violations in state management activities and compliance with policies and laws by organizations and individuals; promptly resolve complaints, reports, and public grievances in accordance with the law.
II. IMPLEMENTATION ORGANIZATION
1. On the basis of the main contents and tasks set out in this Action Program, based on their assigned functions and responsibilities, the heads of agencies and units under the Ministry of Science and Technology shall organize the implementation and concretize them into objectives and tasks in the annual work plans of their units; organize inspections and督促各单位根据分配的职能和任务,基于本行动计划的主要内容和任务,组织落实并将这些内容具体化为单位年度工作计划中的目标和任务;组织检查和催促与本行动计划相关内容的实施。
2. Every six months and annually, the units shall organize an assessment of the implementation results of the Program, including clearly stating the results of drafting projects assigned to lead (if any), and prepare Reports (along with periodic reports on the Inspection and Guidance Work of the unit or Mid-year Summary Reports, Annual Summary Reports) to be submitted to the Ministry's Office and the Department of Legal Affairs before May 30 and November 30 for consolidation and reporting.
3. The Ministry's Office shall take the lead, coordinating with the Department of Legal Affairs to monitor and urge the implementation of the Action Program. During the implementation process, they shall proactively report and make recommendations to the Minister on necessary measures to ensure that this Action Program is effectively and consistently implemented.
