REGARDING GUIDELINES FOR ENTERPRISE FUNDS IN 1997
Respected: - People's Committees of provinces and cities directly under the Central Government,
Currently, some localities have sent letters requesting the Ministry of Finance to provide comments on the budget allocation for basic environmental investigation based on the guidelines set forth in Decision No. 349 BKH/TH dated December 31, 1996, issued by the Minister of Planning and Investment. Regarding this matter, the Ministry of Finance provides the following comments:
Pursuant to the State Budget Law and Decree No. 87/CP dated December 19, 1996, issued by the Government, the allocation of funds for economic and social development tasks generally, including basic environmental investigation, is decided by the People's Councils and People's Committees of provinces based on the total provincial budget allocated by the Government and the guidelines provided by the Ministry of Finance. Therefore, related guiding documents concerning local government budget expenditures must be issued by these authorities to comply with their jurisdiction.
Concerning the funding for basic environmental investigation, if there is a genuine need at the locality level, the Department of Science, Technology, and Environment should prepare a budget proposal and request the People's Committee of the province to consider and adjust within the scope of the provincial budget allocated by the Government according to the provisions of Point 6-2, Section 6, Part III of Circular No. 09 TC/NSNN dated March 18, 1997, issued by the Ministry of Finance.
The Ministry of Finance hereby informs the People's Committees of the provinces and requests them to be aware and implement accordingly.
