DIRECTIVE
Regarding improving the quality and effectiveness of state management work
In 2000, the guidance and administration work of the Ministry made significant progress, contributing to the continuous and sustainable development of agricultural production and rural areas. However, the state management work of the sector still has many issues that are lax and have low efficiency. The year 2001 is the first year of implementing the five-year plan according to the Resolution of the Ninth National Congress of the Party. Striving to successfully fulfill the state tasks and plans of the agriculture and rural development sector is of great importance for the cause of industrialization and modernization of agriculture and rural areas.
The Minister requests units to continue to concretize and improve the quality and effectiveness of the Ministry's state management work.
1. Units base on the Ministry's work program for 2001 to build specific work programs for their units, set out specific targets to strive for implementation in 2001 and subsequent years.
For the Departments and Services directly under the Ministry, it is necessary to carry out the construction of work programs and plans for state management within the unit, focusing on six main contents as follows:
+ Building and organizing the implementation of legal documents, organizing the dissemination of laws related to the management field of the unit;
+ Building planning and organizing the implementation of programs and projects within the management field of the unit;
+ Organizing scientific and technological activities, summarizing technical progress programs and new technologies;
+ Organizing effective international cooperation activities;
+ Organizational cadre work and training;
+ Inspection and supervision work program to implement state laws and regulations within the scope of management of the industry.
2. Adhere to information reporting systems, meeting regimes, and working rules of the Ministry in administrative activities; connecting information networks with the Ministry, connecting to the Internet, and fully implementing information exchange and reporting rules through the network, actively exploiting network resources to serve administrative guidance and research work.
3. Establish civil service regulations to ensure the effectiveness of Ministry activities, serving administrative management well. Focus on the following tasks:
+ Develop professional and vocational training plans for the cadre workforce; establish and perfect the working rules of the agency, organizational activity rules of the unit;
+ Fully implement laws on cadres and civil servants; democratic regulations within the agency; national policies for cadres and civil servants;
+ Organize scientific, strict workplaces, green, clean environments to serve the people well and enhance work efficiency.
4. Units must raise their responsibility for state management, promote democracy, and the spirit of initiative and creativity among cadres and civil servants to build and implement the work program and plan for 2001. Based on the results achieved by Departments and Services in 2001, the Ministry will conduct evaluations every six months and at the end of the year to serve as a basis for commendation and reward, and draw lessons for guiding units throughout the sector.
5. Assign the Cadre Organization Department to coordinate with relevant Departments to develop and submit to the Ministry for approval criteria for evaluating the effectiveness of management and operational activities of units.
The Ministry requires the Heads of Units to cooperate with mass organizations to effectively implement this Directive and report the Work Program according to the content herein before January 15, 2001./.
