THE MINISTER OF FINANCE

Pursuant to the Law on Legislative Issuance of Regulatory Legal Documents No. 17/2008/QH12 dated June 3, 2008;

Pursuant to Decree No. 100/2010/NĐ-CP dated September 28, 2010 of the Government on the Official Gazette;

Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Article 1. Amending and supplementing Clause 2, Article 14 of Circular No. 07/2020/TT-BTC dated February 3, 2020 of the Ministry of Finance on financial management and asset management for Vietnamese agencies abroad:

DECISION:

Article 1. Correcting Point 3.1, Point 3.5, Point 3.9, and Point 3.10 Clause 3 Article 3 of Circular Joint No. 40/2013/TTLT-BTC-BGDĐT dated April 10, 2013, issued by the Ministry of Finance and the Ministry of Education and Training guiding the management and use of funds for implementing the National Target Program on Education and Training for the period 2012-2015 as follows:

1. At Point 3.1 Clause 3 Article 3, amend as follows:

"3.1. Expenditure to support the construction of additional classrooms, subject rooms, libraries, multi-purpose halls, dormitories for students, dining halls, and offices for administrative staff and teachers at boarding schools for ethnic minorities (PTDTNT): Implement according to the provisions of Point 3.3 Clause 3 Article 4 of this Circular."

2. At Point 3.5 Clause 3 Article 3, amend as follows:

“3.5. Expenditure to support the renovation of infrastructure, procurement of equipment, and construction of projects:

a) Expenditure to support the construction, renovation, and upgrading of infrastructure, procurement of equipment to meet national standards for educational facilities in mountainous areas, difficult regions, and educational institutions with ethnic minority students, and boarding schools for ethnic minorities: Implement according to the provisions of Clause 4 Article 2 and Point 3.3 Clause 3 Article 4 of this Circular..

b) Expenditure to support the construction of additional projects, procurement of equipment for preparatory universities, preparatory university departments, and boarding schools for ethnic minorities under the Ministry of Education and Training: Implement according to the provisions of Clause 4 Article 2 and Point 3.3 Clause 3 Article 4 of this Circular.

c) Expenditure to support the construction of additional classrooms, staff houses, and procurement of teaching equipment and supplies for some primary schools in villages with very few ethnic minority students in six provinces including Lao Cai, Ha Giang, Dien Bien, Lai Chau, Nghe An, and Kon Tum: Implement according to the provisions of Clause 4 Article 2 and Point 3.3 Clause 3 Article 4 of this Circular."

3. At Point 3.9 Clause 3 Article 3, amend as follows:

“3.9. Expenditure to support the construction of classrooms, subject rooms, multi-purpose halls, libraries, teacher meeting rooms, dormitories, and dining halls for specialized schools: Implement according to the provisions of Point 3.3 Clause 3 Article 4 of this Circular."

4. At Point 3.10 Clause 3 Article 3, amend as follows:

“3.10. Expenditure to support investment in the construction, renovation, and repair of classrooms, lecture halls, dormitories, libraries, laboratories, and offices for lecturers; procurement of supplementary equipment for research, experiments, and other equipment serving teaching and learning for teacher training institutions and teacher training departments: Implement according to the provisions of Clause 4 Article 2 and Point 3.3 Clause 3 Article 4 of this Circular."

Article 2. This Decision takes effect from May 27, 2013, and is an integral part of Circular Joint No. 40/2013/TTLT-BTC-BGDĐT dated April 10, 2013, issued by the Ministry of Finance and the Ministry of Education and Training guiding the management and use of funds for implementing the National Target Program on Education and Training for the period 2012-2015.

Article 3. The Director of the Department of Administrative Financial Affairs, the Head of the Office of the Ministry of Finance, the Heads of units under the Ministry of Finance, and related units are responsible for enforcing this Decision./.
