Inspection of animals and aquatic animal products: a) Organizing the implementation of inspection of animals and aquatic animal products imported, temporarily imported for re-export, temporarily exported for re-import, transferred at border gates, bonded warehouses, and transiting through Vietnam's territory.
At the proposal of the Director of the Cadre and Civil Servant Department,
DECISION:
Article 1. Leading and coordinating with the Quality Management Department for Forestry and Fisheries to simultaneously take samples for quality and safety testing and issue certificates of inspection and quality for imported consignments of animals and aquatic animal products intended for processing before being put on the market.
1. The General Department of Animal Health
b) Organizing the implementation of inspection of animals and aquatic animal products for export not for food purposes (for breeding, ornamental, feed, or disease specimens), or as gifts, personal items, diplomatic bags, according to the requirements of the exporter or importing country.
c) Supervising the inspection procedures for all types of animals and aquatic animal products at border gates, airports, seaports, post offices, in accordance with Vietnamese laws, international organizations' regulations, or bilateral agreements with other countries.
d) Guiding subordinate veterinary organizations under provincial Departments of Agriculture and Rural Development to organize the implementation of inspection of animals and aquatic animal products transported within the country.
1. 2. Prevention and control of aquatic animal diseases:
a) Directing, guiding, inspecting, supervising diseases, and organizing the implementation of disease prevention, treatment, and control measures for aquatic animals; restoring the environment after disease outbreaks have been contained.
b) Inspecting and certifying compliance with veterinary hygiene conditions for national breeding facilities, centralized aquaculture facilities managed by the central government, quarantine zones for imported and exported animals and aquatic animal products.
c) Guiding, inspecting, and supervising the establishment of disease-free zones and facilities for aquatic animals. Approving and recognizing disease-free zones and facilities for aquatic animals.
d) Inspecting and recognizing diagnostic laboratories for aquatic animal diseases.
đ) Inspecting and issuing certificates of practice for individuals engaged in aquatic animal disease diagnosis.
1. 3. Management of aquatic animal health drugs:
a) Leading the development and submission to the Ministry of national standards and technical regulations on aquatic animal health drugs; lists of permitted, restricted, and prohibited aquatic animal health drugs according to the law.
b) Specifying research, testing, trial procedures, registration processes, and recognition of aquatic animal health drugs and chemicals produced and circulated in Vietnam; permitting the importation of aquatic animal health drugs and vaccines not included in the list of permitted drugs in Vietnam according to the law and the delegation of authority by the Minister.
c) Guiding and resolving issues related to the registration, export, import, temporary import for re-export, temporary export for re-import, transfer at border gates, transit, production, trial production, processing, repackaging, and circulation of aquatic animal health drugs and raw materials for such drugs.
d) Inspecting and monitoring the export, import, temporary import for re-export, temporary export for re-import, transfer at border gates, transit, production, trial production, processing, repackaging, circulation, trade, and use of aquatic animal health drugs.
đ) Directing, guiding, inspecting, and supervising the testing, trial, evaluation, and quality inspection of aquatic animal health drugs according to the law.
e) Directing, guiding, inspecting, and supervising the implementation of regulations on certificates of practice and business conditions for aquatic animal health drugs. Inspecting and issuing certificates of compliance with production and business conditions for aquatic animal health drugs according to the law.
g) Guiding the destruction of counterfeit, substandard, banned, and non-listed aquatic animal health drugs.
h) Inspecting the use of supplementary aquatic animal health drugs in aquaculture feed.
2. The Quality Management Department for Forestry and Fisheries
a) Implementing inspections on consignments of animals and aquatic animal products for export for food purposes according to the requirements of the importing country or the exporter.
b) Coordinating with the Animal Health Department to simultaneously take samples for quality and safety testing and issue certificates of quality for imported consignments of animals and aquatic animal products intended for processing before being put on the market.
3. The Aquaculture Department
a) Inspecting and implementing production and business conditions for aquatic animal breeding and farming (including veterinary hygiene safety conditions) as prescribed.
b) Cooperating with the Animal Health Department to organize the prevention and control of aquatic animal diseases.
This Decision takes effect from the date of signature. Previous allocation decisions regarding the division of aquatic animal health tasks among the aforementioned Departments that conflict with this Decision are hereby abolished.
The Heads of the Ministry's Office, the Cadre and Civil Servant Department, the Animal Health Department, the Quality Management Department for Forestry and Fisheries, the Aquaculture Department, and the heads of relevant agencies and units are responsible for implementing this Decision./.
b) Coordinate with the Animal Health Service to organize the prevention and control of aquatic animal diseases.
Article 2. This Decision takes effect from the date of signature. Abolish previous provisions regarding the allocation of aquatic animal health tasks to the aforementioned Departments that conflict with this Decision.
Article 3. The Director of the Ministry's Office, the Head of the Cadre and Civil Servant Department, the Heads of the Departments: Animal Health; Quality Management of Forestry and Aquatic Products; Aquaculture; Heads of related agencies and units are responsible for implementing this Decision./.
