APPROVING THE PROJECT TO BUILD HUE CITY INTO A FESTIVAL CITY
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the People's Committee of Thua Thien Hue Province (Circular No. 3184/TT-UB dated December 9, 2004, Circular No. 2335/TTr-UB dated June 30, 2006) and the Ministry of Planning and Investment (Circular No. 3431/BKH-TĐ&GSĐT dated May 21, 2007) on the project to build Hue City into a Festival City,
DECISION:
Article 1. The Government approves the project to build Hue City into a Festival City with the following main contents:
1. Objectives:
a) General objectives
Building Hue Festival City at the national and international level with the characteristics of Vietnam; building Hue into a tourist city in harmony with the Festival City. Hue Festival City will be a driving force for economic growth, contributing significantly to the socio-economic development of Thua Thien Hue Province and the Central Coast Economic Zone.
b) Specific Objectives
- On culture: building a synchronized and effective cultural system; preserving, developing, and promoting the national culture of Vietnam and Hue; introducing Vietnamese culture to the world, implementing cultural cooperation and exchange with ethnic groups around the world; promoting the restoration, creation, and development of traditional community cultural activities, distinctive, representative of the national cultural identity of Vietnam and the unique features of Hue, inheriting and improving quality both in content and art, combining modernity and progress, capable of interacting with the cultures of countries in the region and internationally.
- On economy: Hue Festival City will promote the development and restructuring of the economic structure and labor force of Hue City and Thua Thien Hue Province towards a faster increase in the proportion of the service sector and tourism. Transforming cultural, tourism, and service activities into the main economic sectors of the city. Forming and developing tourism, service industries, and urban infrastructure systems serving the Festival and making Hue City develop sustainably.
- On society: Hue Festival City will have a healthy environment, ensuring social security and public order, free from social evils. Forming a rich, civilized, courteous, and united lifestyle among the community residents in the city, between ethnic groups within the country and internationally.
- On urban infrastructure and technical facilities serving Festival and tourism activities: having a synchronized, modern, and national urban infrastructure system, cultural space landscape, and construction works directly serving the Festival and tourism activities.
- On human resource development: having a team of highly qualified human resources to serve Festival, tourism, and service activities.
- On management and organization of the Festival: having an effective and efficient Festival management system and a professional team of Festival activity staff with high qualifications; having a professional cultural-artistic human resource team with high qualifications to be the core of Festival activities; attracting extensive, active, and effective participation of various economic sectors and the entire population in the construction of Festival works and organization of Festival activities.
2. Tasks for building Hue Festival City:
a) Building a Festival cultural space in the city and surrounding areas with the following requirements: reflecting and crystallizing the distinctive traditional cultural and artistic values of Hue; reflecting and showcasing the cultural values representing regions, provinces, ethnic groups within the country and internationally; inheriting traditional national cultural values and harmoniously combining traditional folk cultural forms with contemporary national culture; having elements of cultural integration and exchange with countries in the region and globally; ensuring a harmonious combination between culture and landscape, natural environment, and ecosystem of Hue City and surrounding areas.
Consolidating, perfecting, and developing Festival cultural spaces including: the Huong River Cultural-Ecological Axis; the Urban Cultural-Architectural Line; the Coastal Traditional Cultural-Ecological Line; the Cultural Space Area of the Imperial Capital and Traditional National Culture; the Cultural-Historical Revolutionary Space Area; the Community Folk Cultural Festival Space Area; the Natural Cultural-Ecological Space Area for community activities, physical exercise, sports, cultural-ecological tourism, and entertainment.
b) Preserving, exploiting, and promoting the intangible cultural resources of Hue and Vietnam to become Festival activities, including: researching, restoring, preserving, and reenacting the educational and artistic value of traditional imperial cultural values; collecting, compiling, selecting, restoring, maintaining, improving the quality, and promoting traditional cultural-art forms specific to Hue; collecting, selecting, restoring, maintaining, improving the quality, and promoting traditional folk festivals of Hue; developing contemporary culture and arts;
c) Preserving, renovating, restoring, reconstructing, and exploiting tangible cultural resources as the basis for building themes and organizing Festival activities that are modern, characteristic of Vietnam, and clearly reflect the unique identity of Hue.
d) Building and developing cultural institutions of the Festival City: focusing on building and developing cultural works and the grassroots cultural-information system, including the following main components: accelerating the renovation, restoration, and reconstruction of historical sites in Hue's former capital and organizing well the work of protecting and utilizing these sites; building and completing the museum system; building and developing the grassroots cultural institution system; establishing professional artistic performance venues; building a film center and renovating and upgrading cinemas; gathering scientific researchers, teaching staff, and cultural activists from Thua Thien Hue and the Central region to form a research center for royal culture and world heritage in Vietnam; training and developing a team of cultural workers, cultural-art researchers, directors, artists, and artisans; widely developing mass cultural activities in communities; regularly organizing and enhancing the artistic value, content, and quality of cultural and artistic performances in the area; building new cultural lifestyles at residential areas, offices, schools, and enterprises.
đ) Renovating, upgrading, and constructing urban infrastructure projects of the Festival City, including: urban architectural renovation; transportation systems; wastewater and waste management systems; urban lighting systems; park and square systems; environmental sanitation.
e) Organizing festival venues and facilities.
g) Developing human resources to ensure the development and construction of Hue into a Festival City: training experts in traditional culture and arts; training, nurturing, and improving the professional and artistic skills of artists, artisans, creators, critics, directors, general directors, art directors, technical directors, marketing professionals for festivals, technical staff, etc.; providing vocational training and language skills for workers in service and support industries; organizing learning and training to preserve, inherit, promote, and develop folk art forms and community festival activities, etc.
h) Establishing a security and social order network for festival activities: building forces and inter-sectoral networks to take responsibility for maintaining security, social order, rescue operations; developing combat coordination plans and readiness to respond to complex situations during the festival period; organizing volunteer networks to participate in maintaining security and social order for the festival; building and developing fire prevention, firefighting, rescue, and disaster relief systems on rivers; collaborating with schools, agencies, enterprises, and local authorities in maintaining security and social order, etc.
i) Attracting and expanding the participation of political and social organizations in the process of building the Festival City and festival activities: creating favorable conditions for political-social organizations and mass associations to participate in building the Festival City and festival activities.
k) Building and developing the organizational structure for managing and operating festival services.
The festival organizational and management system operates concurrently in the following blocks: the state management block includes the Festival Steering Committee and the Festival Organizing Committee; the professional block includes the Festival Operations Center and the Festival Art Council; the business and social organization block includes the Business Association (or Club) of the Festival City, volunteer networks participating in festival activities and services.
3. Types of Festivals
a) Comprehensive Cultural-Art Festival: including various activities from different fields, sectors, and disciplines of culture and art, organized at different levels (national, regional, and international); held regularly every two years (as currently) or annually (if conditions permit).
b) Specialized Festival: a festival limited to a specific field, sector, discipline of culture and art, or a particular theme; can be organized continuously throughout the year or periodically annually or every few years.
c) Other Activities: seminars, conferences, sports, tourism, trade fairs, exhibitions, and other services.
4. Content of the Hue Festival:
a) Gathering and showcasing the distinct cultural characteristics of Hue and the Central Highlands region.
b) Gathering and showcasing distinctive features representing the multi-ethnic Vietnamese culture and people.
c) A place attracting, showcasing, and facilitating encounters between cultures of ethnic groups and countries in the region and worldwide.
d) Demonstrating humanitarian values, truthfulness, beauty, and aesthetic and moral education for all people.
đ) Preserving, retaining, enhancing the quality, and promoting the value of national culture.
5. Key Programs and Priority Research and Investment Projects:
a) Program for preserving and restoring tangible and intangible cultural values directly serving the Festival.
b) Program for constructing new Festival-related facilities.
c) Program for urban architectural renovation and infrastructure construction.
d) Human resource development projects.
đ) Program for developing science and technology and the environment.
e) Service development program.
g) Tourism development program.
Article 2. Main solutions to implement the Project
1. Building strong local governments at all levels:
Promote the administrative reform process, enhance the capacity of cadres and civil servants, clearly define the authority between agencies at various levels, strengthen administrative discipline, combat bureaucracy, corruption, and waste while ensuring the people's right to self-governance; thereby improving the effectiveness of economic and social management by all levels of government, creating a favorable environment to attract resources for building Hue City into a Festival City.
2. Mobilizing investment capital:
- For budget funds: In addition to the investment funds for central projects within the province, the central budget will annually support the construction of some important works in the target program to build Hue City into a Festival City.
- Based on the provisions of the land law, the People's Committee of Thua Thien Hue Province shall take appropriate measures to mobilize the maximum amount of capital from the land fund for the construction and development of Hue Festival City in conjunction with the expansion plan of the city towards industrialization, modernization, and international integration.
- Implement preferential policies to encourage and attract investment in the province generally and in the city specifically; encourage the solicitation of foreign direct investment (FDI) projects related to festival business services and festival organization, and implement Build-Operate-Transfer (BOT) models for certain infrastructure projects in the city and surrounding areas; implement policies to encourage businesses, organizations, and individuals to sponsor the construction of festival-related works and activities; create and mobilize capital from television broadcasting rights, advertising, and the use of festival logos, etc.
- Promote socialization in education and training, healthcare, culture-information, sports-recreation sectors to mobilize all social resources for the development of these fields.
3. Sources of investment capital:
a) Central budget (targeted supplementation):
b) Local budget.
- Capital from national target programs;
- Official Development Assistance (ODA) capital;
- Capital raised from contributions by organizations and individuals both domestically and internationally;
- Other legitimate sources of capital.
4. Investment phases:
- Phase 1: 2007 – 2010;
- Phase 2: 2011 - 2015.
5. Solutions regarding planning:
Regularize planning work, making it a powerful tool for the State in managing the economy. Invest according to plans that are consistent with the ability to balance capital and other resources.
6. Policies for developing human resources and attracting talent:
Prioritize the training of leading cadres and high-quality human resources, encourage Huế talents to stay and work locally, and encourage those with roots in Huế to contribute to building their hometown and Festival City; attract talent and intellect from across the country and overseas Vietnamese to contribute to building a distinctive Festival City of Vietnam. Implement appropriate incentives and support for artists and artisans in traditional arts and crafts to improve their skills, teach the younger generation, and encourage young people to study traditional trades and arts and improve their professional skills.
7. Expand and develop cooperation relationships with domestic localities and internationally: Attract more frequent and broader participation of localities and ethnic groups in domestic Festival activities to make Hue City truly a distinctive Festival City of Vietnam. Simultaneously, implement appropriate policies to expand international relations to enrich the content and forms of activities, and attract more resources.
Article 3. Implementation
1. The People's Committee of Thua Thien Hue Province, based on the goals, tasks, and directions for building Hue City into a Festival City, shall be responsible for:
a) Taking the lead and coordinating with relevant ministries and sectors to study and adjust the overall socio-economic development master plan of Thua Thien Hue Province to align with the goal of building Hue City into a Festival City;
b) Carefully considering all aspects, effectively combining development with conservation, restoration, and exploitation of UNESCO-recognized relics, to build the ancient capital of Hue into a city with national characteristics, modernity, rich cultural identity and tradition, becoming a national cultural-tourism center. Develop detailed urban planning for areas without detailed planning and design for key development zones; establish land use plans and sectoral development plans for Hue City to ensure comprehensive and synchronized development;
c) Develop the watershed planning of the Huong River and implement specific and comprehensive solutions to sustainably exploit and utilize natural resources and protect the environment of the Huong River watershed;
d) Study and formulate or submit to competent state authorities for promulgation mechanisms and policies suitable for the development requirements of Hue City at each stage in accordance with the goal of building Hue City into a Festival City to attract and mobilize resources to implement the Project.
2. Relevant ministries and sectors shall be responsible for coordinating and supporting the People's Committee of Thua Thien Hue Province in researching and establishing the above-mentioned plans; studying and formulating or submitting to competent state authorities for promulgation some mechanisms and policies suitable for the development of Hue City into a Festival City at each stage to mobilize and utilize resources, encourage and attract investment, and ensure the effective implementation of goals, tasks, and directions. Accelerate the implementation of investment and completion of related and important projects for the construction of Hue Festival City. Study and consider adjustments and supplements to sectoral development plans and investment plans for related projects expected to be invested as outlined in the Project.
Article 4. This Decision takes effect fifteen days after its publication in the Official Gazette.
Article 5. The Chairman of the People's Committee of Thua Thien Hue Province, Ministers, Heads of ministerial-level agencies, and Heads of agencies under the Government are responsible for implementing this Decision./
